SoCal-Elite 7/8th Grade Winter League Rules

Snapshot of rules:

Jump ball begins the game


Four (4) quarters of 12 minute running time. Stop clock at two (2) minutes left in game if score is within 10
Every player plays a minimum of 24 minutes.
Free throw line 15, Basketball size 29.5 will be used.
3 point line is utilized
Lane violations are enforced (3 seconds in the key)

Length of Playing Periods


There will be four (4) quarters with 12 minutes playing time in each quarter. Each period shall be a
running clock, only stopping on:
1) Time-outs
2) Injuries
3) Technicals
4) When the game referees stop the clock
5) substitution of players at the 6-minute mark (this is not a time out)

Half time will be two (2) minutes and will occur after the 2 quarter.
Start of Game
1) A jump ball between the teams at mid court starts the game and if overtime.
2) Home team wears light color, Away team wears dark color.
Player Participation

Each player must wear the reversible jersey provided by the League.

If a team only has 6 players each player will sit out at least 1 6 min seg of each game.

If a team has 7/8/9 each player must sit out at least 1 6 min seg per half.

If a team has 10 players each player must sit out 2 6 min segments per half.

All players must play at least 24 mins per game regardless of score.

5 Fouls and the player will have to sit for the remainder of the game.
Substitution Rules
There is subbing every 6 minutes of every quarter.
Each player must play a 6-minute segment of each quarter. This is not a time out.
Official

score keeper must confirm the player in the game has 3+ fouls if the coach wants a
substitution in the 1st half, and 4 fouls in the 2nd half. You may only substitute that player back in at
the 5 min quarter interval or end of period.
If the game is one-sided please be considerate and substitute accordingly.
Free substitution will be allowed in overtime only.

The Clock
The clock will be a running clock until the last (1) minute of the first half and the last two (2) minutes of the
game. The clock shall be a regulation stop clock during those last two (2) minutes of the game only if the
point difference is 10 points or less.
The clock will also stop during free throws. The clock will also stop during free throws. The clock will stop
on shooting fouls unless mercy rules are in effect.
Time-outs
Each team will be allowed three (3) 30-second timeouts per game. One may be used in the 1st half. Two
are given for the second half. One (1) 1-minute timeout will be given to each team for each overtime.
Overtime Periods
Overtime shall be two (2) minutes in duration. The first minute shall be running time and the last minute
shall be regulation stop clock. The second overtime will be one (1) minute stop clock. The 3rd overtime will
be sudden death - first team to score wins.
Free-Throws
The free-throw line will be at the designated foul line. A shooter may touch the line, but not cross
completely over the line with their foot.
Free Throw Bonus Rule
Penalty free throws shall be shot on the 10th team foul in each half. The one-on-one bonus shall be
implemented at this point. The double bonus will not be enforced.
Defense

Any defense can be played the entire game.


If a team is up by 15 points or more the team cant press and must pick up defense behind the half
court line.
Mercy Rule applies (see below)

Illegal Defense
Defined as defending prior to the designated line (attack or 3 point line) when a team is up by 15 or more
points.

Mercy Rule
If a team has a 15-point lead at any time during the game, the mercy rule will go into effect. The team will
not be allowed to employ a full-court press or a half-court press. A zone or man-to-man defense will be
used, setting up below the 3-point line. The clock shall become a running clock at all times until the point
difference is 10 points or less, except for time outs. The clock will become a regulation clock if the point
difference reaches 10 points or less.
