CiTY FUTSAL CHAMPIONSHIP 2009, SEASON V
Rules and Regulations
No soccer balls allowed on courts. Futsal balls only. Futsal balls will be
provided for all games by CiTY Futsal.
No kicking balls outside of court area.
No spitting.
No smoking inside the Multi Purpose Hall.
Equipment
No outdoor cleats on courts (rubber turf shoes ok).
Shin Guards must be worn by all players.
Teams
5 v 5: four field players & one goalie.
Fly-in subbing. As many players as you want, whenever you want.
Must enter at the half-line after substituted once player from your team has
exited from the half-line.
Game Start
Games will start on time.
Teams are "Game Ready" when ref blows the whistle and they can field a full
complement of players.
The referee will start the clock and Game Ready teams will be awarded 1
goal per minute that the opponent is not Game Ready.
Teams not Game Ready within 5 minutes of scheduled start will forfeit the
game. The other team will be awarded a 5-0 win
Two 7 minute halves, 1 minute halftime.

Player Conduct
No pushing.
No tripping.
No slide tackling.
No shoulder-charging.
No sliding (except for goalie inside penalty area).
No kicking a player or attempting to kick a player (hit the ball, not the
player)
There should not be any obstruction to the goal keeper inside the penalty
box.
Play Action
No off-sides.
Ball is out when entire ball crosses entire line. Possession changes.
Kick-ins only. Defense must be 3 steps away and ball must be on the line.
Kick-ins, free-kicks and goalie throw-ins are indirect.
Wall created have to be 3 steps away from the free kick spot.
Goalie can score with his feet.
No delay of game by defense on kick-ins or corners.
Kick-ins and corners must be taken within 4 seconds.
On kick-ins, if the ball does not enter the field, then the other team is
awarded the ball.
Keeper
No goal kicks. Goalie throws the ball in always. Goalie has 5 seconds.
When playing back to the goalie, the keeper can only use their feet.
Keeper can only catch if the ball being chest or headed by their own team
mates
Goal keepers are advised to wear gloves during the game.
Jersey color of a goal keeper in a team must not be the same as their
teammates.
Penalties
Fouls inside the penalty area are the discretion of referee.
Fouls on the field, outside the penalty areas will be indirect. All walls are 3
steps away from the spot.
Hard fouls or two Yellow Cards equals a Red Card and immediate expulsion
from court area with no team substitution.
With a total of 1 yellow card collected by a player in the group stages, it will
be refreshed in Quarter Finals.
However, if a player collects 2 yellow cards in group stages will be

automatically suspended for the Quarter finals.
A player will be automatically suspended for the following match if two

yellow cards collected.
1 Red Card equals immediate ban from next match.
2 Red Cards in one season will result in ban from remainder of season.
Further action may be taken by CiTY Futsal.
If you hit the ceiling, it counts as a team foul and the other team receives the
ball at the half line.
If the ball hits the ceiling by mutual player contact, the referee will issue a
drop ball at the half line.
If in the event of players being sent off, fewer than three players (including
goal keeper) are left in either of the teams, the match shall abandoned.
Accessories
No watches, jewels (Bracelets, Earrings, Bangles, Rings, etc), during the

match.
CiTY Futsal will not be held responsible if your valuables had gone missing
throughout the tournament.
Referees
Referees decision is final
No abusive language towards the referees and officials. Immediate action will
be taken
Changes of Players
If a team requires changes in their players, please re register at least 30

minutes before their game starts.
Scoring
A goal can be scored directly from the kick off point.
Racism
Any sort of racial abuse by players will not be tolerated. If organizers found
the player guilty, the whole team will be automatically disqualified and stern
action will be taken.
** Participating this tournament is at your own risk. CiTY Futsal organizing

committee shall not be held responsible for any inconvenience before or
after the game.
