N02 - Sport Rules and Procedures
Track Events:
100m, 200m, 400m, 800m, 1500m, 3000m, 2000m SC, 100/110m H, 400m H
There will be two rounds for each event: Qualification round to be held in stage 1 and Finals to be held in stage 2.
In all events, one, two or three heats (or more, if necessary) will be arranged in Qualifications depending on the
final number of entries. From the results achieved in the Qualifications, athletes will be placed in A, B or C (or
additional) Finals, in accordance with procedures to be determined by the IAAF Event Delegate.
Final placings in each discipline will be determined by the placings in the Final, with the top placings determined
from the Final A and subsequent placings determined from the Final B, Final C, etc.
8x100m Mixed Team Relay
There will be two rounds: Qualification heats with the nine fastest teams progressing to a single Final. Both
Qualification heats and the Final will take place on the same day.
Race Walk
The Race Walk event will be straight Finals
Field Events: High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put, Discus Throw, Hammer Throw,
Javelin Throw
There will be two rounds for each event: a qualification round to be held in stage 1 and a final to be held in stage 2.
From the results achieved in the Qualification Round, athletes will be placed in an A or B Final.
Final placings in each discipline will be determined by the placings in the Final, with the top placings determined
from the Final A and subsequent placings determined from the Final B.
In both the Qualification Round and Finals of all field events, except for Pole Vault and High Jump, all athletes will
receive four attempts.
In Pole Vault and High Jump, normal IAAF Rules will apply.
Additional information for 8x100m Mixed Team Relay
Team are composed of mixed athletes from different NOCs, gender and disciplines. In the preparation phase there
are ten athletes (five men and five women) in competition phases there are 8 athletes (four men and four women)
Team members may be selected by draw or other method.
Each team will be composed of:
Three athletes from Group A events (100m, 200m, 400m, 100/110m H, 400m H)
Two athletes from Group B (800m, 1500m, 3000m, 2000m SC, Race Walk)
One athlete from Group C (HJ, PV, LJ and TJ)
One athlete from Group D (SP, DT, HT and JT)
Three athletes at random from all remaining athletes
Athletes from each group will be randomly drawn with the goal of reaching 68 participating teams, aiming to be
balanced in strength.
Tie Break Rules
Ties are defined in the IAAF Rules. There are no special tie breaking procedures defined for the Youth Olympic
Games.
Penalties / Disqualification Rules
According to the IAAF Rules, disqualifications are possible in several situations.
For Track Events the most common cases are:
False start
Lane infringement (200m, 400m, 8x100m Mixed Team Relay)

Hurdle fault (missing hurdle, trailing leg, deliberately knocking down hurdle)
Passing the relay baton outside the takeover zone
For events not conducted in lanes, jostling and obstruction are the most common cases.
Disqualifications in Field Events are very uncommon.
Protests / Appeals
Protests are possible and will be resolved under the IAAF Rules. Protests concerning an athlete's status to participate
in the Youth Olympic Games must be made to the IOC, prior to the commencement of the meeting. There will be a
right of appeal to the Jury of Appeal of the decision of the IOC.
An appeal to the Jury of Appeal must be made within thirty minutes of the official announcement of the decision made
by the Referee. It must be in writing and signed by the responsible official on behalf of the athlete, and must be
accompanied by a deposit of USD 100, which will be forfeited if the appeal is not upheld. All appeals must be lodged at
the TIC at the Olympic Stadium. All appeals will be immediately forwarded to the Secretary of the Jury of Appeal.
