On 8 November, Typhoon Haiyan (locally known as Yolanda), the most powerful storm ever recorded (category 5), made a direct hit on the Philippines, a highly populated country of 92 million people. The Department of Social Welfare and Development (DSWD) on 20 November has reported that 13.8 million people have been affected in 9 regions, 44 provinces. In region VIII the highest numbers of Barangays (communities) have been affected (4,387 of 10,424). COSE in partnership with HelpAge International have focused on provision of services for poor older people and their families in different regions of the country in the last 20 years. We are now setting up humanitarian response team in the affected areas and are now recruiting the following position: Senior Compliance Officer Positions overall objectives The Senior Compliance Officer is responsible for the following: produce timely internal monthly financial report (Grants Follow Up, Allocation tables, Budget Follow Ups) produce donor financial reports in collaboration with the Finance Manager produce rebooking sheets, lead the preparation of external audits and follow up on recommendations Perform compliance test and training on procedures at base level Positions Specific Objectives The Senior Compliance Officer, in coordination and cooperation with supporting staff, is expected to pursue the following objectives in his/her daily work: Allocation tables and budget follow up: Produce allocation tables with the guidance of the Finance Manager Link the tables to budget follow up Update the budget follow ups with the input of program managers Update budget follow ups with actual expenditures Analyse the results and present them to the Finance Manager Produce rebooking sheets Funding Structure: Advice on costs that should be budgeted on new proposals based on allocations. Provide support to the Area Finance staffs and Program Managers in budget follow up. Filling and compliance: Produce the project folders. Integrate donor guidelines and alert the Finance Manager on gaps and risks propose way forward in the form of new tools and trainings Local partners management: Keep a clear follow up on deadlines with partners Alert the finance team for cash flow/transfer needed Control, comment and advice on the quality of the local partner's documentation and financial reports

Reporting: Contribute actively to the weekly meeting Send monthly the financial reporting package Send monthly the compliance reporting package Reporting line: Finance Manager Priority Responsibilities and Tasks (in the coming 3 Months) Set up a performing compliance department. Set up the tools, achieve a high level of accuracy of information. Perform at least 1 internal audit mission on each base. Main results to be achieved at the end of the Employment Period- December 2014 Work with minimum supervision and systematically meet the reporting deadlines. Assume a key function within HelpAge COSE for budgeting, compliance, financial reporting and audit support.
