The Principal, Mrs. Renu Suri welcomed all the members, followed by a floral welcome to the office bearers, Mrs. Rajni Kumar and other former Chairpersons, Mr. S. K. Bhattacharya, Mr. S. L. Jain, Mr. M.L. Babbar, Mr. Suraj Prakash and Mr. L. V. Sehgal. The school choir enthralled the members with a wonderful patriotic song wishing for a vibrant new India. The formal proceedings were then taken up by the Chairperson.
4 1. TO CONFIRM THE MINUTES OF THE LAST MEETING HELD ON 18TH DECEMBER, 2013 AT SALWAN PUBLIC SCHOOL, GURGAON
The minutes of the meeting of 18th December, 2013 held at Salwan Public School, Gurgaon and circulated on 28th December, 2013 were read and confirmed. 2. TO NOTE AND DISCUSS THE POINTS ARISING OUT OF THE LAST MEETING HELD ON 18TH DECEMBER, 2013. The Chairperson informed the members that on the meeting held on the 18th December, members had decided to meet the Lt. Governor on the issue of nursery admissions. However, the same evening the guidelines were issued.
An emergent meeting was held on 19th December, 2013, where all the members felt that the guidelines issued by the Honble Lt. Governor of Delhi were arbitrary and against the provisions of DSEAR 73. It was decided to form a Sub Committee to meet the Lt. Governor and also look for legal recourse. Senior members drafted the letter. The meeting with the Lt. Governor on 22nd December, 2013 was attended by a six member delegation of the Executive of the NPSC which was not very fruitful. He reiterated that it was mandatory that schools would have to abide by the new guidelines. In the subsequent meeting held at Springdales on 23rd December, 2013 attended by 40 members, it was decided that legal recourse was the only option. Mr. Neeraj Kaul was appointed as the legal counsel by the Action Committee after consultation with members of the NPSC executive. Despite a brilliant presentation by Mr. Neeraj Kaul in the case scheduled on 15th January, the prayer for stay was not accepted by the Single Bench. The matter was moved to a Divisional Bench and then subsequently to the Supreme Court. Mr. Harish Salve was appointed by the Action Committee for representing Private Un-aided schools. On the date of the hearing, the matter was shifted to the 31st January, 14. It has been decided that on the next hearing Mr. Neeraj Kaul would be the legal counsel. The Chairperson, Mrs. Ameeta Mulla Wattal and Mr. L.V. Sehgal, Principal, Bal Bharati Public School, felt that if there was no relief given by the court on 31stJanuary, the NPSC would convey to the media its point of view as the fight would have to continue. 5 Society cautioned the members about conveying their opinions as the matter was subjudice. The Chairperson said that inclusion of challenged children in the
EWS/disadvantaged category reduced their chances of admissions thus negating to a great extent the idea of inclusion, she informed members that she had sent letters to various agencies including the Directorate of Education and Honble Minister of Education, Mr. Manish Sisodia informing him of the situation.

DISCUSSION ON ANNUAL CONFERENCE, DUTY LIST, INVITATIONS ETC. The Secretary read out the duty list of the Annual conference and details of the organizing committee.

FINALISATION OF DOCUMENT ON RULES AND REGULATIONS OF NPSC Mr. L. V. Sehgal presented the documents of Rules and Regulations. He informed the members that the Sub Committee had several meetings and the final draft had been uploaded on the website and requests had been made for suggestions. Some suggestions had come from some schools and had been incorporated. All members agreed that it was a very comprehensive paper. He informed that some suggestions were made by Dr. (Mrs.) Rajni Kumar, Mr. Bhattacharya Mr. S. L. Jain, Mrs. Mohini Bindra etc. in the Executive Committee meeting. These were discussed and a few of them were incorporated. Mr. Sehgal mentioned that they would be sent to the Registrar of the societies for approval. Once an approval was got from the Registrar they would be adopted. A resolution was passed as: It was unanimously resolved that be and hereby amend in the Memorandum of Association and Rules and Regulations of the Society, as per comparative statement, with immediate effected, subject to be approval by the general body. Further it was decided that the above amendment Memorandum of Association and Rules and Regulations of the society be put-up before the next special general body meeting for confirmation.

UPDATE ON LEGAL MATTERS, NURSERY ADMISSIONS Mr. Bhattacharya was asked to give legal inputs. He informed members that the issue was not only nursery admissions but the matter of autonomy of private unaided schools. He informed members that the petition regarding RTE was fixed for the constitution bench and the first hearing would be on 4th February. On 28th January the case regarding quarterly fees had come up but was adjourned till 20th March. He also informed members of the meeting of the Action Committee with the Director of Education, Mrs. Padma Singla, where she had informed them that the schools could fix the upper age limit for Nursery. The Action committee had passed a resolution and suggested that the NPSC schools to do likewise. Mrs. Wattal said that a sub-committee would look into the same. Mrs. Rita Sen, Principal, DPS, Rohini said that schools did not know of the various cases and one month was too long a period. Therefore, it was decided to upload the same on weekly basis on the NPSC website. In the case of reimbursement of text books and uniform, nothing was decided for private unaided schools. Members were of the opinion that since most schools did not have uniform/stationery shops, they could not supply the same. However, the Chairperson remarked that the Govt. should give money directly to the parents as mentioned in RTE. Mr. Jain pointed out that the action recommended by Anil Dev Committee against certain schools should have preceded by an interaction with schools where they would had an opportunity to give justification. Mr. S. L Jain and Mr. L. V. Sehgal were requested to write a paper to help schools work out fee raise for the upcoming session. The Chairperson felt that the white paper could be circulated but it depended on School Managements as fee hike was the decision of the Managements. Mr. S. K. Bhattacharya said that Action Committee was in the process of hiring 2 Chartered Accountants and schools could seek their advice.
7 The inspection report in respect of Army Public School, Shankar Vihar, Delhi was presented by the Inspection Committee Mrs. Anuradha Amos and Mrs. Anuradha Joshi with recommendations for the grant of the NPSC Membership which was approved by the house. Mrs. Suman Nath then proposed a vote of thanks, where she thanked Mrs. Mamta Bhatanagar and the Principal for the beautiful song by the students, excellent arrangements and the warm hospitality. There being no other matter, the meeting ended with a vote of thanks to the chair.
