NOTE : THIS DOCUMENT IS SPECIFIC FOR RFQ ITEM SL.NO. 7 IN ADDITION TO TERMS PROVIDED IN RFQ AND SHALL PREVAIL IF SIMILAR TERMS ARE ALSO AVAILABLE IN RFQ. Technical Specifications of Forged Back Up Roll, Plate Mill Bhilai Steel Plant 1.1 GENERAL: This technical specification is intended for the procurement of Back-up Rolls of Plate Mill, Bhilai Steel Plant, India from the vendor who is in possession of relevant technical know-how and infrastructural facilities to manufacture & supply the Back-up roll. The Back Up roll is intended for use in: 3600mm, four high reversing Roughing Stand and 3600mm, four high reversing Finishing Stand of Plate Mill, Bhilai Steel Plant. The Backup Rolls of these stands are subjected to maximum working rolling load of 4500T. However, this rolling load may go up to 6000T for few mili-seconds, with a frequency of 5 to 6 times in a month. 1.2 SPECIFICATION: 1.2.1 SPECIFICATION FOR ALLOY STEEL SLEEVED BACK UP ROLL: i) Description: Alloy steel sleeved back up roll, 1900mm dia x 10380mm roll length having a barrel length of 3300mm with bushing. As per drawing no. PMM-4611 R3. ii) Material of Roll (Axle pos 1, Body pos 2 & Plug pos 3 of drawing no. PMM-1961 R3): Forged Alloy Steel. Material of Bushing (PMM-2361 R2): Cast Steel or Forged Steel with minimum Yield strength of 280MPa. iii) Hardness of Roll Body (Sleeve)*: Hs 50 75 Axle- Roll Neck* H Br 250 300 *Note: The manufacturer/ bidder have to quote the hardness range proposed by them. Acceptance of deviation in the hardness range shall be clearly specified in the offer. However, the same shall be acceptable, only if the party furnishes the Tonnage Guarantee of 40, 000, 00 T for each individual Roll. Acceptance of hardness range other than those specified in the drawing shall be on the discretion of Bhilai Steel Plant. iv) Chemical composition, Mechanical & Metallurgical properties of roll body (Sleeve) and axle material, other than those specified in the drawing, shall be at the discretion of the manufacturer subject to performance guarantee. v) Roll shall be manufactured as per dimensions tolerances, accuracies and finish given in drawing, PMM- 1961 R3 and assembly drawing-PMM-4611 R3. Bushing shall be manufactured as per drawing PMM-2361 R2 and assembled on roll by the manufacturer. The bushing material shall be either cast steel or forged steel with minimum yield strength of 280 MPa.

1.2.2 SPECIFICATION FOR ALLOY STEEL FORGED MONOLITHIC BACK UP ROLL. i) Description: Alloy Steel forged monolithic back up roll, 1900mm dia x 10380mm roll length having a barrel length of 3300 mm with suitable bushing. As per drawing no. PL-2004-024 R2 & PL-2005-001. ii) Material of roll (PL-2004-024 R2): Forged alloy steel. Material of Bushing (PL-2005-001): Cast Steel or Forged Steel with minimum Yield strength of 280 MPa. iii) Hardness of roll body : Rc 35-42 Roll neck : Rc 25-38 *Note: The manufacturer/ bidder have to quote the hardness range proposed by them. Acceptance of deviation in the hardness range shall be clearly specified in the offer. However, the same shall be acceptable, only if the party furnishes the Tonnage Guarantee of 40, 000, 00 T for each individual Roll. Acceptance of hardness range other than those specified in the drawing shall be on the discretion of Bhilai Steel Plant. iv) Chemical composition, Mechanical & Metallurgical properties of Roll, other than those specified in the drawing, shall be at the discretion of the manufacturer subject to performance guarantee. v) Roll shall be manufactured as per dimensions, tolerances, accuracies and finish given in drawing, PL-2004-024 R2 and PL-2005-001. The bushing shall be manufactured and assembled on the roll by the manufacturer. The bushing material shall be either cast steel or forged steel with minimum yield strength of 280 MPa. All the parties have to confirm the above specification in toto and furnish the details required with respect to the same. CLAUSE 2: TONNAGE GUARANTEE CLAUSE The MTG (Minimum Tonnage Guarantee) of 40,000,00 T shall be evaluated on the basis of actual tonnage rolled by each roll individually before scrapping of roll due to achieving minimum workable diameter of 1800 mm. This (Actual Tonnage Rolled by each roll individually), will be referred to as Tonnage Guarantee Achieved (TGA) by that particular roll. The Tonnage Guarantee Achieved (TGA) shall be the actual tonnage rolled in Plate Mill considering the usage in both Roughing and Finishing Stands* *The performance of Plate Mill Backup Rolls shall be measured in terms of the Actual Tonnage Rolled in Finishing and Roughing Stands: The following methodology will be used for measuring the performance of Plate Mill Backup Rolls:

(a) A new Backup roll of dia. 1900+1/+2 mm will be introduced for rolling and after a rolling campaign, the roll will be removed and reground in the Roll grinding Shop of Plate Mill. Again the roll will be used for a rolling campaign. This process is repeated till the roll reaches a dia of 1800 mm and subsequently the Roll is scrapped. Duration of each rolling campaign in Finishing Stand is approx. 1, 50,000 to 2, 00,000 Tonnes and in Roughing stand each rolling campaign is of approx. 2, 00,000 to 2, 50,000 Tons. (b) The TGA (Tonnage Guarantee Achieved) of each Backup Roll is cumulative tonnage rolled by a Backup Roll in Finishing as well as Roughing Stand and shall be cumulative (sum total) of all the rolling campaigns being actually rolled by that particular Roll. TGA by a Backup Roll = Total actual rolling by that Roll in Finishing Stand + Total actual rolling by that Roll in Roughing Stand (c) Each Roll has a history card, carrying manufacturers identification number/roll number and Plate Mill, Bhilai Steel Plant assigned unique Roll number to each Roll as maintained by the shop. Each new roll will be put on campaign after initial dressing and diameter will be recorded in the history card. History card contains the following information: Diameter in mm before and after grinding, after each campaign. Date of erection. Date of scrapping. Actual Tonnage rolled in each campaign and cumulative Tonnage. Remarks.
CLAUSE 3: INSPECTION AND ACCEPTANCE CRITERIA: 3.1 All activities pertaining to the subject item, starting from raw material to final inspection shall be controlled and inspected by a third party inspecting agency out of the following: LLOYDS OR A.H.KNIGHT OR NKKK OR TUV -NORD OR BVQI Inspection shall be carried out by the third party inspection agency at the partys cost before dispatch/shipment of material. 3.2 The inspection agency should certify that inspected item is strictly as per the ordered specification and drawings and is acceptable. 3.3 Place of inspection: To be indicated by the party (manufacturer) for various stages of inspection and mutually agreed upon with the third party inspection agency. 3.4 Material testing, visual, dimensional checking and NDT etc. shall be carried out by the third party inspector and the following third party certified documents are to be submitted along with the supply of each Backup roll. i) Certified chemical composition reports for all the parts along with the supplied international material Grade/ Manufacturers material Grade and chemical composition ranges specified therein. ii) Roll hardness test certificate for barrel surface and roll neck.

iii) Roll dimensions in the form of a dimensional control chart for each Backup roll. iv) *Ultrasonic test certificate. v) Test certificate towards Mechanical properties test report for bushing. Note: *If the party offers to do the Ultrasonic testing as per the practice of their country with mostly matching norms against our acceptance norms (as mentioned in the drawing), then they must furnish the complete details & copies of the standard in English version for BSPs approval. The decision of BSP is final and binding. Upon acceptance/ approval of U.T. norm other than those specified in the drawing, same shall be the part of PO note and inspection criteria. 3.5 MARKING: Every roll shall be engraved with the following marking at both the end faces: I. Manufacturers identification mark. II. Manufacturers roll number by which the roll shall be identified and referred to in all the future correspondences. III. Third party inspection mark. 3.6 DOCUMENTS REQUIRED: a) Third party certified documents as enumerated at Para 3.4 (i) to (v). b) Performance guarantee certificate from the manufacturer for MTG (Minimum Tonnage Guarantee) of 4000000 Tons of actual rolling of Plates by each roll individually. CLAUSE 4: CRITERIA FOR CONFORMITY a). The supply shall be accepted if the documents mentioned at 5.7 (a) & 5.7 (b) are in order and no visual damage is observed. On receipt, at Plate Mill, Bhilai Steel Plant, the Backup roll shall be inspected, for any visible physical damages by inspection department of materials management group of Bhilai Steel Plant. BSP-Inspection department shall verify the certificate(s) issued by third party and for any physical damages / defects as well as check the markings as per clause 5.6. b). Bhilai Steel Plant reserves the right of checking any parameter/inspection if felt necessary. If the Rolls do not conform to the drawing or to the specifications ordered, or are having latent defects such as blow holes, non metallic inclusion etc. or failed during first campaign of use (as mentioned in Clause 5) , the supplier shall replace such rolls free of cost on DDP Bhilai basis.
