The Parole and Probation Administration is the forefront of community-based corrections system with the aim of helping ensure their rehabilitation outside incarceration for an effective social integration reduction of crime incidence . The process involves selection of potential applicants for the benefits of probation, parole and conditional pardon and recommending to courts or Board of Pardons and Parole. Granting of these privileges places the offenders under supervision. Their compliance to the conditions attached to their probation and parole is a vital component for the successful integration. It also includes participation in the rehabilitation program utili ing intervention that will remodel their views, behavior to a more socially responsible, law abiding and productive members of society. !ommunity involvement in the process of integration is mobili ed to monitor activities and give support to other needs and acceptance to these penitent offenders. In support to the national policy of ma"imi ing community involvement in the administration of the criminal #ustice system, it has become imperative for the Parole and Probation Administration to open every opportunity to allow community participation in the implementation of the parole and probation programs. In pursuit of the vision statement which says$ %A model component of the Philippines !orrectional &ystem that shall enhance the 'uality of life of its clients through multi-disciplinary programs and resources, an efficient organi ation and a highly professional and committed wor(force in order to promote social #ustice and development), the Administration has embar(ed into the adoption of strategic pathways that include among others the adoption of an integrated rehabilitation program for its clients that underscores restorative justice, therapeutic community approach and volunteerism as its ma#or components. The sustained implementation of the rehabilitation program, promotes and strengthens crime prevention and the rehabilitation of probationers, parolees, pardonees and first-time minor drug offenders on suspended sentence in the community. *estorative +ustice ,*+- is a philosophy and a process whereby sta(eholders in a specific offense resolve collectively on how to deal with the aftermath of the offense and its implication for the future to heal the wounds of those affected by the offense$ victim, offender, family and the community. *estorative +ustice is a process through which remorseful offenders accept responsibility for their misconduct, particularly to their victims and to the community. It creates obligation to ma(e things right through proactive involvement of victims, ownership of the offender of the crime and the community search for solutions which promote repair, reconciliation and reassurance. Thus, the restorative #ustice process is actively participated by the victim, the offender, and . or any individual or community member affected by the crime to resolve conflicts resulting from the criminal offense. /ften with the help of a fair and impartial third party. 0"amples of restorative #ustice process include mediation, conferencing, sentencing . support circle and the li(e. The restorative outcome is the agreement obtained as a product of restorative #ustice process. 0"amples of restorative outcomes include restitution, community wor( service and any other program or response designed to accomplish reparation of the victim, and the reintegration of the victims and.or offenders Therapeutic Community (TC) Modality Therapeutic !ommunity ,T!- in the PPA-1/+ program for rehabilitation of offenders, is a &elf-2elp &ocial 3earning Treatment 4odality that uses the T! family . !ommunity of staff ,Parole and Probation /fficers ,PP/s- and 5olunteer Probation Aides-- and clients as the primary therapeutic vehicles to foster behavioral and attitudinal change. Its rules and norms, shared beliefs, tools and processes combine to enable clients to actively wor( toward their individual goals for %right living). 2eld in a community-based non-residential setting, it addresses clients6 individual and group needs through a holistic . multi-disciplinary range of activities . interventions within the four treatment categories$ Behavior &haping .Behavior 4anagement 7 0motional.Psychological Aspect7 Intellectual.&piritual Aspect7 and 5ocational.&urvival &(ills. It integrates *estorative +ustice ,*+- principles and practices, and mobili es involvement of the general public through the 5olunteer Probation Aides. Volunteer Probation Aides (VPAs) 5olunteerism is a program of the Administration aimed at generating ma"imum, effective and efficient citi en participation and community involvement in the process of client rehabilitation, prevention of crime and the overall administration of criminal #ustice.

Probation and parole, as a community-based treatment of programs, depends on available resources in the community for the rehabilitation of offenders. Thus, the Administration, recogni ing the important role of the community as a rehabilitation agent, involves the community in probation and parole wor( through the use of volunteer wor(ers and welfare agencies. The use of volunteer wor(ers, in probation and parole is worth adopting because it opens new field for community involvement in corrections and for training youth leaders, barangay organi ation and civic groups in social development wor(. The use of volunteers also ma(es it possible for the correctional system to e"ercise supervision of offenders at less cost to the government.
