1. Dynamic Positioning courses at the Romanian Nautical College


Romanian Nautical College is the first Romanian private institution developing education programmes in maritme and inland navigation fields. Created in 2010, the college has been developing the folowing education, qualification and specialisation programmes: 1. Deck Officer Programme, under accreditations from the National Qualification Authority (Ministry of Education) and Romanian Naval Authority (Ministry of Transports). 2. Engine Officer Programme, under accreditations from the National Qualification Authority (Ministry of Education) and Romanian Naval Authority (Ministry of Transports). 3. Motorman, Electrician, Ordinary seaman, National Qualification Authority (Ministry of Education). 4. Basic Safety Training, under Ceronav accreditation

On the 2nd September 2013, Romanian Nautical College became the first Romanian and Eastern-European training centre able to organise and develop DP courses, under the provisional and, beginning with 14 October 2013, full accreditation of the Nautical Institute, London. The DP & Offshore Centre is the specialised department of the Romanian Nautical College aiming to organize and develop the whole range of Dynamic Positioning related courses and offshore training. Starting with 30 September, the DP&Offshore Centre invites candidates for the following courses: 1. Induction (Basic) course, 4 days (24 hrs), 800 euros. 2. Advanced course, 4 days (24 hrs), 800 euros.

2. Minimum entry qualification requirements onto the DP scheme - valid from 1 st January 2012
Following the Manila STCW amendments 2010, The Nautical Institute has implemented the following criteria for entry onto the DP Operators Training Scheme: II/1 Deck = Officers in charge of a navigational watch on ships of 500 GRT or more. II/2 Deck = Master and chief mate on ships of 3,000 GRT or more. II/3 Deck=Officers in charge of a navigational watch and of masters on ships of less than 500 GRT. III/1 Engine= Officers in charge of an engineering watch in a manned engine-room or duty engineers in a periodically unmanned engine-room. III/2 Engine= Chief engineer officers and 2nd engineer officers on ships powered by main propulsion machinery of 3,000kW propulsion power or more. III/3 Engine= Chief engineer officers and 2nd engineer officers on ships powered by main propulsion machinery of between 750kW and 3,000 kW propulsion power. Alternative appropriate marine vocational qualifications will be considered on a case by case basis. Prospective DPOs, who are in the process of training for an STCW certificate can start the DP scheme and complete the Induction (Basic) course 30 days Familiarisation only. The Simulator (Advanced) course and watchkeeping training can on be completed after te y hold an appropriate STCW certificate of competency. Prospective DPOs, not meeting the above requirements will be able to apply for certification, if they commenced training prior to the implementation date and all elements have been completed within a 5 year period at the time of application. Following implementation of the above all existing DPOcertification will be honored and will remain valid. Marine Vocational qualification: is a non-STCW Certificate of Competency issued by a white list Maritime Administration for use in the administrations local waters only.

DP TRAINING SCHEME AT THE ROMANIAN NAUTICAL COLLEGE (RNC) IN ACCORDANCE TO NAUTICAL INSTITUTE (NI) TRAINING SCHEME APPROVED JULY 2012

DP Basic (Induction) Course 24 hrs (4 days)

DP BASIC CERTIFICATE issued by RNC DP LOGBOOK issued by RNC

Minimum 30 days of DP familiarisation experience and completion of the DP logbook tasks

DP Advanced (Simulator) Course 24 hrs (4 days)

DP ADVANCED CERTIFICATE issued by RNC

A minimum of 180 days DP watchkeeping experience on DP 2/3 class vessels.

A minimum of 180 days supervised DP watchkeeping experience on a combination of class 1,2 & 3 DP vessels. This must include at least 60 days on Class 2/3 vessels. Any Class 1 time used in this instance will count as 0.5 time.

A minimum of 180 days DP watchkeeping experience on DP 1 class vessels.

3. DP Courses curricula and objectives


There are two shore-based courses: 1. Induction (Basic) course 2. Simulator (Advanced) course. Both these courses are 4 days in duration and contain 24 hours tuition. The Induction/Basic course involves both theory and practice on a simulated DP system and covers the following topics: 1. Principles of DP 2. Elements of the DP system 3. Practical operation of the DP system 4. Position reference systems 5. Environment sensors and ancillary equipment 6. Power generation and supply and propulsion 7. DP operations DP Basic courses objectives are: Define the principles of DP. Recognise the component parts of a DP system. nderstand the relationship between vessel movement, position reference systems, sensors, computers, propulsion units and feedback. nderstand the concept of redundancy. nderstand the DP modes of control. Describe the operation of sensors and common position reference systems. Describe the operation of computers. Describe propulsion units, types and configurations. nderstand power supply, redundancy and management. Communicate voice HF, use checklists and exercise watch handover procedures. The Simulator/Advanced course involves principally simulated DP operations including errors, faults and failures giving the participants the opportunity to apply the lessons learnt in both the Induction/Basic course and the seagoing DP familiarisation. It covers the following topics: 1. Practical operation of the DP system 2. DP operations 3. DP alarms, warnings and emergency procedures On completion of the Advanced course, the trainee should be able to: Describe and explain the warnings and alarms of a DP system. Exercise emergency procedures. Be familiar with the content of the DP essel Operation Manual.

Be familiar with the full mission navigational bridge and its DP component. nderstand the DP operational planning. Exercise the worksite approach. Execute the final setting-up. Describe, enumerate and exercise DP trials and FMEA. Discriminate DP incidents and react accordingly. Explain and exercise a consequence analysis. Explain and exercise a capability plot. nderstand the DP specific problems to shallow and deep waters. nderstand the required training and experience of the DP key personnel. Explain NI training scheme for DPOs. Explain onboard training, technical training and IMCA guidelines for DPOs. Demonstrate practical skills for: operational planning; worksite approach; use of Checklists; Communications; DP Hand Over; DP Log Book Entries; Failures; Enviromental Changes; 500m Zones Entry. The time in excess of the 30 days between the Induction/basic and the advanced/simulator course will normally be counted towards the required 6 months DP watchkeeping experience. On successful completion of the Induction/Basic course the prospective Dynamic Positioning Operator will be issued with a Nautical Institutes Dynamic Positioning Operators logbook in which the courses, seatime and suitability as a DPO are recorded.

4. Compulsory documents required from DP trainees


Romanian Nautical College requests DP candidates to send in advance scanned copies of the following personal valid documents: 1. Certificate of Competency 2. Seaman Book 3. Passport 4. National ID 5. A recent picture, passport size. Candidates are advised that original documents will be checked by the college at the start of the courses, as well as during the final evaluations, and copies of photographic ID records are to be kept by the college at least 3 years. In order to avoid frauds, the Romanian Nautical College invites DP candidates to grant proper attention to the validity and conformity of personal documents involved in DP Training Scheme.

5. Geographical locaction - How to reach the Romanian Nautical College


When using a car, you can reach Romanian Nautical College driving the Bucharest ring and using the exit no. 22 (to Mogosoaia) - then you will find us at 200 metres on the left side. From Bucharest downtown you have to reach Calea Grivitei Str. which will lead you

directly to us (10 km from the Main Station). You may also wish to take the Bucharest underground (Metro), Line 4, until 1 Mai Station, then go out and take any maxi-taxi to Mogosoaia. Please see the GEOGRAPHICAL LOCATION (below) to find us when coming from the Bucharest International Airport "Henri Coanda" and from our partner Hotel Phoenicia Comfort.

6. Accomodation near the college


Romanian Nautical College invites you to accommodate in the partner hotel Phoenicia Comfort Hotel (4*) in the close proximity of the college. The hotel offers a very special price of 30 euros/person/day, continental breakfast included, for single room, 40 euros/day for double room and 60 euros/day for an apartment.
