Country Introduction
Afghanistan, roughly comparable to France in size, is inhabited by
some 26 million people. Afghanistan is a landlocked, mountainous
country, and it is basically sandwiched between the Middle-East,
Central-Asia and the Indian subcontinent. Due to having no rail
infrastructure, no sea ports, old or poorly maintained airports and
a very poor road infrastructure it is difficult for anyone to operate
a reliable supply and distribution system in this country. Although
significant improvements to the road network within Afghanistan
have been made, the movement of goods or assets in country remains a difficult proposition.
The current political situation makes the task of transporting cargo through Afghanistan doubly
difficult as transport is intercepted and stolen or destroyed by anti government forces. The
worsening security in the south is having an impact on other parts of the country from criminal
elements and worsening road infrastructure as more vehicles use safer routes.

The location of military bases and other expatriate organizations are not conducive to the
provision of site services of transportation to the location. It takes a company with reliable and
determined drivers to get through to these locations as well as a management team that knows
well the difficulties and specific threats in each location. Drivers who can be trusted to not be
involved with criminal or anti western/government forces are required to make sure cargo gets
to the destination intact and uncompromised.

The main feeder port into Afghanistan was Pakistan but this is starting to become an
increasingly difficult route to traverse. With the increase in Taliban and pro extremist groups in
northern Pakistan the Afghan/Pakistan border region is becoming an increasingly difficult
obstacle to negotiate. The routes from the north through Tajikistan, Uzbekistan and
Turkmenistan are much easier and more reliable to negotiate for a company with experience of
operating in these politically challenging countries. NBB Logistics has worked throughout Central
Asia and is able to maneuver in this region. In the coming months the main route into
Afghanistan may well switch to this easier and safer northern route with rail replacing sea freight
as the main operating system. NBB Logistics with its history of working within the region is well
placed in capability and experience to operate this route. In the 1980s, this was the main import
location for the Russian military who supplied over 100,000 men stationed in Afghanistan.

Routing into Afghanistan

In general, shipping into Afghanistan is carried out by both air and/or sea/land transport. The
current main route is sea freight to the port at Karachi and from there via road transportation
through Pakistan to Afghanistan. The sea route via Bandar Abbas in Iran and road transport to
Islam Qala and into western Afghanistan is also a good route for sea freight, especially if the
final destination is western Afghanistan. A secondary option via rail from Western Europe
through Central Europe, Russia and into the Central Asian region is also workable and quick if a
little less cost effective per ton. The transfer to road at the northern border of Afghanistan allows
for access to either western or eastern Afghanistan without transit of the more troubled southern
regions. The final option is airfreight direct into Afghanistan from around the world. NBB
Logistics has experience of moving cargo from Middle Eastern ports and Central Asia into
Afghanistan, ensuring the cargo arrives at the required destination in a timely fashion.

** Due to the current state of the security situation in Afghanistan, NBB Logistics’s security division has
heightened security measures in response to the increased threat level. Because of the sensitive nature of
security measures, NBB Logistics has highlighted security policy and procedures; however, if additional
information is required, we welcome further discussion. **

NBB Logistics leverages a broad network that combines the skills, experience, and infrastructure
of established international and domestic partners to provide exceptional service in a dynamic
and challenging political and security environment.

NBB Logistics, realizing that the security situation in Afghanistan is in a critical stage, has
implemented additional safeguards to ensure that operations in Afghanistan are not impeded.
These additional and previous safeguards include, but are not limited to, the following: increased
security for transport of fuel to storage facilities, increased security at storage facilities,
increased security screening at truck loading, off loading and interim transport, and increased
security throughout transport to final destination of all products.
NBB Logistics is closely following the situation on the ground as well as in the region to
determine any affects that it may potentially have on NBB Logistics transport of fuel and non-
fuel. NBB Logistics will ensure that our deliveries of goods are on a timely basis and that
contingency plans are properly executed to ensure excellent service in a challenging
environment. NBB Logistics’s personnel and partners are briefed on an ongoing basis regarding
the dynamic security situation and are fully aware of their responsibilities in ensuring security of
personnel and cargo.
Furthermore, NBB Logistics has proper security measures and quality control plans in place. NBB
