and CSOs to evolve into a permanent means for collaboration and to improve the capacity and regulation of local CSOs. Promoting active participation of civil society in environmental gover Vietnamese NGOs and community-based organizations (CBOs) came into existence in the 1990s, following the doi moi (reform) introduced by the Party Congress in 1986, and have grown significantly since then. Yet Vietnam is still characterized by a strong state and very weak civil society. What is striking is the almost complete absence of NGOs active in monitoring of laws and policies implementation, reporting violation and claim compensation for affected people. This weakness Local - Viet Nam (whole country) imposes real costs, notably in the environment sector. Without independent oversight and advocacy, environment is polluted, natural resources and biodiversity are degrading. The aim of this project is to expand the number and quality of local environmental NGOs by capitalizing on IUCNs close relationship with government, which allows it to promote greater civil society participation in environmental monitoring and reporting. As a global union, IUCN is mandated and well-positioned to do it. groups will be organized around four thematic areas that include accountable governance, natural resource management, empowerment of youth, women and persons living with disability, food security and land rights Strengthening Democracy Efforts in Kosovo through Peacebuilding Initia CARE is seeking to contribute to the success of Kosovos status resolution, and to the development of a democratic society, by building a strong foundation for inter-ethnic co-existence and cooperation in select communities across the territory. CARE knows all too well that in the upcoming year fears and tensions among ethnic communities will likely escalate and may culminate in an open conflict. The March 2004 riots are an example of such escalation. Yet CAREs past work is evidence of how forging dialogue, relationships and Local - Serbia networks across ethnic communities can mitigate this escalation: in the twenty communities where CARE was undertaking reconciliation work in March 2004, no violent inter-ethnic incidents occurred. The proposed project seeks to build on CAREs peacebuilding work to date in order to address both the causes and consequences of inter-ethnic conflict. CARE will use a three-tiered approach that seeks to both address and alleviate the pressing fears between ethnic communities and strengthen local capacity to manage conflict and create a viable inter-ethnic society over time. Throughout this process CARE will focus on capturing
Project Title & Description tools and methodologies to contribute to a growing body of peacebuilding approaches within Kosovo. At the community level, CARE will utilize and promote peacebuilding tools and principles that will build the skills, attitudes and beliefs needed to address ethnic differences. Strong emphasis will be given to mediating between communities to resolve existing disputes through a peacebuilding approach. These ethnic communities will also be supported in mapping and analyzing the root causes of the conflict and identifying the means to address them in a systematic manner through open and transparent dialogue forums. This will prepare them to address disputes that may arise during this period of transition in the upcoming years. At the same time, the project will work with civil society organizations, municipal government structures, and community-based organizations (CBOs) in an effort to develop local capacity to contribute to and continue the international communitys peacebuilding efforts. As mentioned above, weak community networks have contributed to passivity at community level, where people wait for government or international organizations to address their needs and concerns. Moreover, the development of the non-forprofit and grassroots sector in Kosovo is still in its early stages, with fragmented non-governmental structures failing to take a unified and coordinated approach to resolving critical social issues. Project Title & Description Project The environment within which Legal Aid is provided in Rwanda is characterized by a high population density, with a large rural, semi-literate population. 56.9 % of the population or 5.4 million people live below the poverty line and only 62.5 % of rural men and women consider themselves literate. The 2008 Legal Aid Baseline Survey identified a number of key limiting factors in access to justice in Rwanda: - The limited number of lawyers and the limited geographic reach (urban bias) and capacity of legal aid service providers (both civil society organizations and the Bar Association / Corps of Judicial Defenders); and Limited awareness of available legal aid services amongst the population. Basing on the above research the proposed Access to justice and Human Rights Education Project will play an important role in making access to justice a reality for many poor, vulnerable and indigent populations in our rural communities.
