REQUEST FOR LETTERS OF INTEREST (LOI) FOR THE FINANCING, CONSTRUCTION, OPERATION AND MAINTENANCE OF THE CASTILLA PORT The Local Government Unit of Castilla (LGU Castilla) is requesting Letters of Interest (LOI) from interested parties in an opportunity for the FINANCING, CONSTRUCTION AND OPERATION AND MAINTENANCE of the CASTILLA SEAPORT ( S.B. Res. No. 064-2011 and 065-2011). The LGU Castilla will evaluate the letters of interest and may issue a detailed Request for Proposal (RFP) seeking to reach an agreement with one or more parties expressing such interest and upon meeting certain criteria such as having the financial capability to operate and maintain the port and generate business activities that would provide economic benefits for the Local Government Unit of Castilla. The LGU Castilla will provide an assisted site visit to the properties being offered to interested parties responding to the expression of interest. Site visits are scheduled for the whole month of July 2012 from Monday to Friday. Those interested in the site visit should contact Raquel J. Dollison, the Municipal Planning and Development Coordinator (MPDC) at 0927 418 74 46 between 8:00 a.m. and 4:45 p.m. from Monday to Friday for proper scheduling. Reservations for site visit must be made not later than 27 th of July, 2012. All interested parties are advised to request a copy of the instructions to applicants and terms of references from the LGU Castila upon payment of non refundable amount of P10,000.00. All responses to the expression of interest are to be submitted to either Office of the Mayor or to the Office of the Municipal Planning and Development Coordinator (MPDC) of the Municipality of Castilla, Sorsogon. The remaining balance in the amount of P1,004,526.86 is not enough to fund the other priority projects enumerated above, hence the undersigned recommends the ff. 1. That only the barangays who have not availed or have availed only lesser funding assistance from the LGU from 2007 to 2012 is eligible to avail of the 200,000.00 funding support for the fiscal year 2013. 2. Proposals which directly supports economic development will be given priority and will be considered for funding. For your comment and recommendation. Thank you.
Republic of the Philippines Municipality of Castilla Sorsogon OFFICE OF THE MUNICIPAL PLANNING AND DEVELOPMENT NARRATIVE REPORT ON THE REGISTRY SYSTEM FOR BASIC SECTORS IN AGRICULTURE (RSBSA) ACTIVITIES IN THE MUNICIPALITY OF CASTILLA, SORSOGON For the economic development planners, policy makers and project implementers of the government to have a readily available electronic compilation of basic information on farmers, farm laborers and fishermen, the Cabinet Cluster on Good Governance and Anti-Corruption (GGAC) chaired by Pres. Benigno S. Aquino III has included the database or registry of farmers in its lists of key programs under the Digitization and information Technology in Government Sub-Cluster. Said program was given to the Department of Budget and Management (DBM) as the lead agency responsible for the conceptualization of the RSBSA. To implement the RSBSA, a joint Memorandum of Agreement was entered into by the DBM. DILG, DAR, DA and NSO on November 28, 2011. The NAPC, who also assisted in the first batch of the RSBSA, has become part of the cooperating agencies for the second batch. A DILG memorandum Circular has been issued to concerned Governors, Mayors,City/Municipal Planning and Development Coordinators (C/MPDCs), City/Municipal Agriculture Officers (C/MAOs), City/Municipal Civil Registrars (C/MCRs), Punong Barangay, Barangay Secretaries and DILG personnel to implement the RSBSA registration activity in the Barangay level. In the MC a Registration Team (RT) in each city/municipality is created with the C/MPDC as chairperson. The RT includes C/MAO, C/MCR, Municipal Agrarian Reform Officer (MARO) of DAR and City/Municipal Local Government Operation Officer (C/MLGOO) of the DILG as members. The RT of the Municipality of Castilla have undergone the 3rd level training for Batch 1 on September 3-6 at Villa Isabel in Sorsogon City together with other LGUs. The training was a success, all details regarding the conduct of registration activity and the 4rth level training for the Barangay Captains, Barangay Secretaries and the Field Enumerators were properly dessiminated to the participants. A meeting was held right after the 3 rd level training to inform the participants about the conduct of the RSBSA 4rth level training The meeting was attended by the Barangay Captains, Barangay Secretaries and Field Interviewer. During the meeting The MLGOO and the MPDC discussed all matters relative to the conduct of the RSBSA training. The 4rth level training was held last September 17-20 at the 2 nd floor of the new Public Market in Cumadcad, Castilla, Sorsogon. Two days prior to said activity, the MCR and the MPDC and staff have prepared the venue. Tables, chairs and the audio equipments were rented chargeable against local funds of their respective departments. The RT make use of the multi media projector from the Municipal Health Unit of the municipality. Catering services was procured thru shopping and was awarded to Paul Angelo Catering Services.
On the first day of the training the participants who have registered on the attendance sheet were 42 Field Interviewers, 34 Barangay Secretaries and 34 Barangay Captains. All members of the Registration Team were present together with the Asst. Registration Area Supervisor.A support Registration Personnel from PSO Masbate was also present to assist the Registration Team in the conduct of the Training, likewise Staff from the Planning Office were mobilized as member of the secretariat. The topic for the day was the Interviewers Manual, to be discussed by Chapter by the assigned member of the RT as follows: Chapter 1. Introduction Chapter 2. Role of Interviewer Mr. Raquel J. Prior to the training proper, the house rules was discussed by the MLGOO Mr. Ronaldo Grayda of the DILG. He suggested that participants from distant barangays should stay overnight to their relatives who are residing in Cumadcad or to adjacent barangays to avoid coming late on the next day of the scheduled 3 days training. The training proper was carried out smoothly, the RT have actively responded every time a querry from the participants were raised. The RT gave emphasies on the role of the interviewer in the collection of good quality data. The team was able to solicit the full cooperation of the Barangay Captain in the scheduled registration activity in their respective Barangay, where they committed to utilized their barangay kagawads, and Purok Leaders to accompany the Field Interviewers in the day to day conduct of enumeration. After each topics assigned by chapters, an open forum was made for questions and clarifications from the participants. The RT have see to it that all the questions and clarifications raised by the participants were properly addressed before proceeding to the next topics. Barangay boundary disputes was raised by the Barangay Captain of Bonga and Cogon. The RT have recommended to follow the boundaries where the latest census of population and housing was based, or when in doubt, to see the location of the land where the households house was erected base on the Title or Tax Declaration they have. Other questions were raised on the administrative and financial matters which were properly addressed.
The participants were very active during the discussion on Chapter 7, Operating the GPS Reciever delivered by Madam PSO Elvira Apongol, the FIs have showed their interest to learn the basic operation of the GPS. Mr Naric Conag was able to discuss his topic on Accomplishing the Registration Forms very satisfactorily all querries by the participants were properly clarified. The Caterer Paul Angelo Catering Services have served palatable foods more enough for the satisfaction of the participants, no comments regarding the foods and venue was noted for the whole duration of the 4 days training. The GPS receiver delivered to the municipality from the Provincial Statistics Office for use by the 42 FIs were only 37, per instruction the barangay of Cumadcad and Poblacion will no longer use said equipment. To ensure the success of the RSBSA the following strategy has been adopted and was conveyed to the participants for implementation. a. That right after the 4rth level training, the Barangay Captains will call an emergency meeting to all the Barangay Officials and Purok leaders informing them among others about the scheduled RSBSA Registration in the barangay; b. That after the first day of registration all accomplished form 1 and 2 will be submitted by the FIs to the barangay secretary, and immediately after the review of the accomplished registration forms 1 and 2 he/she will submit it to the RSBSA Operation Office at the Municipal Hall for review by the Registration Team so that deficiencies in accomplishing the forms can be acted upon and immediately dessiminated to the concerned FIs, so as said mistake can be corrected at the very start of the activity and will not be carried all throughout the registration process; c. To ensure faster communication for the immediate resolution of issues and concerns encountered in the registration areas, the CP numbers of the RTs were given to the Barangay Registration Teams and FIs. d. For completeness and uniformity in the accomplishment of the Registration Forms for Castilla, the RTs have agreed that the FIs of Cumadcad and Poblacion will make use of the GPS of the first 5 FIs who will submit the accomplished registration forms.
REGISTRATION ACTIVITY . In general, the registration activity for farmers, farm laborers and fishermen in the municipality of Castilla was successful. All the accomplished Registration Forms 1 and 2 for the whole 34 barangays of Castilla were submitted November 12, 2012. The GPS receiver were likewise returned in good condition to the PSO. No significant problems were encountered during the registration activity, except for the issues on barangay boundary disputes between
Barangay Bonga and Cogon, San Vicente and Cumadcad, Macalaya and Caburacan and Del Rosario, Pilar and Sogoy, Castiila. Some Field Interviewers encountered problems in the operation of the GPS receiver and limited supply of battery. Issues and concerns encountered by the Barangay Registration Team in their rerspective area of assignments were properly resolved within the level of the municipality. Members of the Registration team have visited the barangays reported to have encountered minor problems and have conducted dialogues with the barangay officials and the affected households to resolved the issues. RECOMMENDATION The undersigned hereby recommends for the PSO to initiate appropriate action and coordinate with the proper government agency to call the attention of the Local Government Units, the Land Management Services of the DENR and the Department of Agrarian Reform for the early resolution of Inter-barangay, inter-municipal and inter-provincial boundary disputes which became a perennial issue every time a census is being conducted.
