Congratulations on your selection to attend the U.S. Army Command and General Staff Officer Course (CGSOC). Your selection reflects your past achievement, but more importantly your future potential. This year will be a unique journey. You will take part in a first class education program and an intercultural exchange opportunity unavailable anywhere else in the world. Take advantage of your ear in Leavenworth and you, an in many cases your family, will grow and benefit from each passing day. You will study at the Army Command and General Staff College; experience the American lifestyle; visit American businesses; and obtain a better understanding of the United States system of government. You will have to make "adjustments" to liver here among your American friends, such as converting from a metric system to the U.S. system and learning how to drive on the "right" side of the road. Change is always difficult, particularly in the beginning, but these challenges are not insurmountable and the International Military Student Division (IMSD) staff and I will make ourselves available to assist you during this transition operation. 1. Welcome to Fort Leavenworth, Kansas. In order to provide you quality arrival support, a Sponsor will assist you in your preparations for attendance at CGSC. The individual assisting you at this point may be a Fort Leavenworth Sponsor or a Leavenworth Sponsor. Sponsors are volunteers who will assist you for your entire stay. You will be pleased to know you also have a Kansas City civilian sponsor. 2. One of your first concerns upon arrival at Fort Leavenworth will be selecting permanent quarters. Unaccompanied officers attending CGSC under IMET funding will live in Hoge Barracks, on Fort Leavenworth. Accompanied officers (those with family present) and those attending CGSC under Foreign Military Sales, will be obliged to obtain quarters off post. Your sponsors will assist you in the selection process. Be absolutely certain to start your search with a referral list from the Fort Leavenworth Community Home-finding, Relocation, and Referral Services (CHRRS). CHRRS will provide a list, tailored to your needs, of available rental houses and apartments in appropriate locations hi the local area. 3. When you have selected a place to live, make sure that you do four very important things. First, inspect the premises before you sign a lease agreement. Do not accept a civilian rental unless a complete inspection is done and both you and the property owner have signed the document. If an owner refuses the inspection, do not proceed with the procurement of that residence. Second, be extremely careful when writing in the lease agreement the date you will leave the rental unit. If you decide to leave before the lease agreement expires, you will continue to be responsible for all rental expenses.
Third, ensure that you have a military clause stated hi your written agreement. If you are recalled to your country without this clause, you will be held responsible for all rental expenses until the period of the lease expires. Fourth, bring your lease agreement to our office for final review before you sign this legally
binding document.
4. Your sponsors will help you set up accounts for local utilities such as water, sewer, and electricity. If the property owner includes these utilities in the cost of the residence, insure that the allowed amount for expenses is specified and the services covered are specified in the lease agreement. 5. If you purchase or rent a vehicle for transportation, ensure that you understand the contract and the cost. After the purchase, you must obtain the required automobile insurance and a state license plate. If the use of a vehicle is part of a residential lease, this agreement must be stated in the lease and maintenance and usage expectations also need to be specified. Failure to do so could leave you liable for a large sum of money. 6. For IMET students, make sure you understand the amount of money you will receive per month from your IMET Travel and Lodging Allowance (TLA) before committing to any contract. Do not make a commitment that will exceed your ability to pay. If you are confused on any issue and your sponsor is not able to help you, please contact us at 684-7324 or 684-7319. 7. The purpose of In-processing is to verify personal and family data, ITO compliance, medical services briefing, verify passport and visa status, and (for IMET officers only) to complete a travel voucher. Please allow 30 minutes to complete In-processing. In-processing is for the International Military Students (IMS) only - no family members, at this time. Your spouse and children (if applicable) will attend during Registration on 7 July.
During In-processing week, there will be reserved parking for International Military Students in the North parking lot, Bell Hall. Please bring the following documents with you: 1) Invitational Travel Orders and any Amendments - two copies IMSD can keep 2) Passport for IMS and ALL passports for dependents - verification of names for ID Card applications 3) A copy of the International Military Student Biographical Data is placed in your 'Welcome Packet.' MEMORANDUM FOR International Military Students, 2006 SUBJECT: Initial Book Issue and Flag Inspections
1. All in-processing International Military Students (IMS) will receive an initial issue of Instructional Materials (also known as a book-issue) on 5 July 2005. The book issue runs from 0800 to 1200, in Room 96 (Northern end, basement level) of Bell Hall. The book issue amounts to about 30 pounds of books, tied into a bundle with string. You will not need to bring a vehicle to the loading dock to haul it away. 2. There is no appointment necessary, but to avoid congestion, I suggest countries lettered A-J arrive between 0800 and 1000, and K-U arrive between 1000 and 1200, 3. While in the vicinity of Room 97, each IMS should take a moment to examine the flag of his country, on display in the hall outside Room 97, to determine that it is in fact the correct flag, authorized by his government at this time. SUBJECT: Registration for CGSS International Military Students, Academic Year 2006-1
1. The International Military Student Division, Command and General Staff School (IMSD/CGSS) will conduct International Military Student (IMS) Registration for the IMS and families, class of 2006-1, on Thursday, 7 July 2005, in the main ballroom of the Frontier Conference Center. 2. The purpose of Registration is to assist newly arrived IMS and spouses with assimilation into both the local military and civilian communities. The focus is on providing information resources from critical Fort Leavenworth and local, family, and community support organizations. Participants and tasks are listed at Enclosure 1. 3. Coordinating Instructions. We are expecting to receive 80 IMS from approximately 70 countries this year. About two-thirds will be accompanied by their families. a. Each IMS is assigned an appointment for attending registration. Appointments are simply alphabetical by country. An appointment chart is at Enclosure 2. For planning purposes, an IMS with family can expect registration to take about one hour. Unaccompanied IMS will require about 30 minutes. b. Spouses will be encouraged to attend and accompany their sponsors. Alternatively, family members may stay in the South Ballroom (dependent lounge area) while the IMS circulates through the stations. Parents with small children are authorized to bring strollers. c. The FCC's Hearth Room will serve as a lounge area throughout the day. IMSD will provide light snack items and beverages in that area, and a large-screen television will be running children's videos. Restrooms are available near the FCC front entrance.

1. International Military Students (IMS) attending the Command and General Staff Officer Course under International Military Education and Training (IMET), Counter-Terrorism Funding (CTT) or Foreign Military Sales (FMS) programs will receive a notebook computer and a one-year subscription to a local internet service (Leavenworth Online. 2. These computers are purchased as part of course costs, therefore they remain property of the government the student represents. The computers are Dell D610 Notebooks. IMSD will issue these computers on 7 July 2005, at the Frontier Conference Center, during CGSOC Registration. A representative from Dell will be available throughout the day to answer questions. 2. IMS attending CGSOC under Professional Military Exchange (PME) will need to arrange for their own computers and Internet service. 3. INTERNATIONAL ORGANIZATION FOR SPOUSES AND SPONSORS June 2005 Dear International Spouse, Our organization is the Organization for International Spouses and Sponsors and is made up of spouses of the international officers, sponsors, liaison and exchange officers. It is primarily a social organization that will give you the opportunity to meet with the other international spouses and experience the American community. The OISS is a non-profit organization of volunteers from both the civilian and military spouse communities that support the International Military Student Division of the U.S. Army Command and General Staff College. We will divide the international ladies into small groups (red, yellow, green, blue), so that you will have a chance to meet informally once a month with other international ladies and your American sponsors and give you an opportunity to make new friends and experience different cultures. Severe Weather Safety Tips The tornado season runs from March through July. In the event of a Tornado or Sever Thunderstorm: Move to a basement, cellar or underground shelter area.
- If an underground shelter is not available, move to an interior area of lowest level (hallway, bathroom, closet). The more walls between you and the outside, the better. Avoid areas with windows and outside walls or doors. - If you are in a mobile home, move to the designated shelter area or a prearranged shelter. Do not seek shelter under a mobile home. A tornado can easily overturn it. - If you are in your car, pull off the road and seek shelter in a low, narrow area (i.e. ditch, culvert). Lie flat on your stomach and cover your head and neck with your arms to protect yourself from flying debris. Watch for rapidly rising waters in the ditch. Do not seek shelter under a car. A tornado can easily overturn it. Experts also say not to seek shelter from a tornado under a highway overpass. The overpass and the underpass act like a wind tunnel, and debris in the air could fly through at an accelerated rate. Be familiar with designated shelters when you are in public buildings.
The American Red Cross recommends assembling a Disaster Supplies Kit containing: - First Aid Kit and essential Medicines; - Canned food and can opener (non-electric); - At least three gallons of water per person; - Protective clothing, bedding or sleeping bags; - Battery-powered radio, flashlight and extra batteries; - Special items for infant, elderly or disabled family members; - Written instructions on how to turn off electricity, gas and water if authorities advise you to do so. (Remember, you will need a professional to turn natural gas service back on) - Design an Emergency Communication Plan and Practice that plan with your family on a regular basis. - Lightning is the most common threat during severe weather. If you are outside avoid natural lightning rods such as tall, isolated trees in an open area or on top of a hill, and metal objects such as wire fences, golf clubs and metal tools. - If you are in your car during a lightning storm, do not touch metal objects or conducting surfaces inside or outside your car to avoid being shocked. Lightning can travel through wet ground to your car. While the steel frame of a hard-topped vehicle increases protection if you are touching metal, rubber tires do not provide protection from lightning. - Although you may be injured if lightning strikes your car, you are much safter inside a vehicle than outside. Know the difference between a "Watch" and a "Warning"

1. Reference CGSC Circular 12-1, Information Booklet for International Military Students for Academic Year 2005-2006. 2. International Military Students (IMS) assigned to CGSC should plan to wear their respective national uniforms to all classes and official academic and social functions. Duty uniform for most classroom activities throughout the year is the equivalent to the U.S. Army's "Battle Dress Uniform" commonly called the BDU. The BDU is both a field and informal work uniform for non-fatigue duties. The official nametags and U.S. rank insignia issued during in-processing are required for all uniforms through "Class A". See enclosure for an illustration on how to wear this nametag and rank insignia. 3. From time to time, for special occasions, another level of uniform will be directed in advance and so stated on class schedules. It is understood that not all non-U.S. services have the same array of uniforms used by the U.S. Army. IMS must use their best judgment to determine the best choice to meet the intent of the change. The following levels, expressed in U.S. Army terms, describe these uniform levels. U.S. Air Force, Navy and Marine Corps uniforms are similar, but will have different names. a. The "Class B" is first level above Battle Dress. It includes a short-sleeved, open neck shirt. Badges of rank are mandatory, awards and decorations are optional. During cold weather, a pullover sweater is
worn at the user's discretion. The civilian equivalent is dress slacks with a collared shirt. In-processing and Registration are conducted in Class B uniform. b. The "Class A" (sometimes referred to as "Dress Greens") is the next level above Class "B". This uniform includes a coat and necktie. Badges of rank are mandatory, awards and decorations are optional, but customarily worn. The civilian equivalent is a sport coat and necktie. c. "Dress Blue" is the next step above and similar to the "Class A". It is more ornate, and used for more formal occasions such as military socials, balls and receptions. For occasions held prior to 1800, it is worn with a straight necktie, for occasions after 1800, it is worn with a bow tie. The civilian equivalent is a dark grey or dark blue business suit. d. The "Mess Blue" is the most formal uniform commonly worn by U.S. officers. Possession of a Mess Blue uniform is normally optional. It consists of a waist-length jacket, white shirt and lighter-blue trousers. It is always worn with a bow tie. 4. Uniform standards and civilian equivalents will be covered in detail during the first day of the International Military Student Preparatory Course. Questions regarding uniforms should be initially directed to IMSPC instructors. Following IMSPC, uniform questions may be directed to Student Ambassadors or to IMSD staff. 5.
