INTRODUCTION
About EWMI G-PAC The East West Management Institute (EWMI) Policy, Advocacy, and Civil Society Development in Georgia project (G-PAC) is a four-year initiative funded by the United States Agency for International Development (USAID). It aims to strengthen civil societys role in advocating for, influencing the development and implementation of, and monitoring effective public policy reforms in Georgia. To accomplish this goal, EWMI G-PAC provides grants, mentorship, and trainings to civil society organizations (CSOs). With our partner, the International Center for Not-for-Profit Law (ICNL), we also advocate for a legal environment conducive to the financial sustainability of CSOs. Additionally, we are collaborating with the Picker Center for Executive Education at Columbia Universitys School of International Public Affairs (SIPA) and Ilia State University (ISU) to establish a Master in Public Administration (MPA) Program at ISU.This program will serve as a focal point for public policy research in Georgia, and as an incubator for the next generation of Georgian policy makers and analysts.
Our Grant Programs We seek to further engage CSOs in effective public policy, advocacy, and watchdog activities. Civil society is a broad term that includes NGOs, professional associations, community initiatives, universities, and sports teams, among other community-based organizations. Through a combination of grants and demand-driven capacity development support, we seek to strengthen linkages between CSOs and the government, media, community constituencies, and CSO networks, leading to a self-sustaining, independent civil society owned by the citizens of Georgia. To date we have awarded 199 grants throughout Georgia valued at more than $3.3 million USD. Grantees committed more than $500,000 USD to their initiatives. As part of EWMI G-PACs Masters in Public Administration Program, two additional $200,000 grants have been awarded to Ilia State University. To increase civil societys impact on the public policy process, the PfC program facilitates linkages and coordination among advocacy CSOs, think tanks, and academic institutions throughout Georgia. This program also promotes interaction between CSOs and their constituencies. It is designed for formal or ad-hoc coalitions, networks, or partnerships of at least two organizations established around an advocacy issue. As of April 2013, G-PAC funded 17 Tbilisi-based CSOs advocating for issues related to education, the environment, elections, and healthcare. Previously, the maximum amount per grant was $50,000. G-PAC now provides up to $60,000 for first-time grantees through open competitions, and up to $80,000 for previously successful G-PAC grantees through closed competitions.

CAGs support issue-based advocacy initiatives undertaken by Georgian CSOs at local and regional levels, with priority given to CSOs based in the regions. Grantees implement creative participatory activities, engage citizens in advocating for policy reforms and better public services, assist local officials in adopting mechanisms for accountability and citizen participation, monitor budget and policy implementation, and protect core civil and political rights. In its first year, EWMI G-PAC provided up to $15,000 in funding for projects lasting up to one year. G-PAC now offers up to $20,000 for first-time grantees and up to $30,000 for previously successful G-PAC grantees.

INTERNSHIP GRANTS
Insufficient real-life experience can pose a serious challenge for students seeking work. The EWMI G-PACInternship Program offers students from diverse universities opportunities to test lessons learned in the classroom in the real world. At the same time, it pairs energetic youth with CSOs seeking additional human resources. As of April 2013, 73 graduate students from 15 universities and academic institutions have interned through the program at local and national governmental institutions, think tanks, and CSOs throughout Georgia. G-PAC offers up to 30 internships per academic year on a rolling basis.
