Todd County Board approves zero-increase preliminary 2013 levy


By Rin Porter At its Sept. 4 meeting, the Todd County Board of Commissioners voted to approve a preliminary 2013 levy with no increase over the 2012 levy. The amount was $12,069,831. The vote keeps a promise commissioners have made over the past two years, that they would not increase the levy, which directly affects Todd County residents property taxes. County Administrator Nate Burkett said that despite a projected increase of 21.8% in employee health insurance costs in 2013, the county would be able to make up the difference by reduced costs in other areas of the budget, and would not need to increase the levy. The county board made decisions on several other matters at their Sept. 4 meeting. Commissioners decided, upon recommendation by Burkett, to assign the duties of the former Geographic Information Services (GIS) department to the Management Information Systems (MIS) department, which provides computer services to the whole county. Instead of replacing the three GIS staff who have resigned during the past year, the county will seek to hire one person, with the title of GIS Coordinator, who will make GIS services user friendly to county employees and the public, so three employees would no longer be needed. This person has yet to be hired. The proposed change was approved by the board. In addition, the board approved a $6,000 contract with Bonnie Foster to complete a ditch mapping project begun by the former GIS staff but not finished. The board approved a county-wide clean-up event to take place on Sept. 28 and 29, when all fees at the county transfer station will be waived for residents. Residents may bring up to four tires, other residential waste, and unbroken fluorescent bulbs to the transfer station for free on those days. On October 5, the county will hold a clean-up event for demolition debris only, with fees waived for up to three cubic yards of demolition debris. Continued on page 16

Foul play not suspected in Clarissa shooting


On Friday morning, September 7, at approx. 9:13 am, the Todd County Sheriffs Office received a call of a gunshot victim at a residence on Bridge St., in Clarissa. Anders Bagent, 25, received wounds to the right side of his face and neck when a shotgun accidentally discharged. Bagent was attempting to remove items from a closet when the discharge occurred. No foul play is suspected. The Clarissa Fire Department assisted at the scene. Bagent was transported to CentraCare Hospital in Long Prairie by the Browerville ambulance. By Rin Porter, District One Commission Member and ViceChair The Todd County Planning Commission held a public hearing on Thursday, Sept. 6, at 6:30 PM in the Historic Courthouse in Long Prairie. Present were: commission members Jim Pratt, Mike Wiener, Lloyd Graves, Gene Irsfeld, and Rin Porter; county board liaison Commissioner Gerry Ruda; SWCD liaison Dale Katterhagen; SWCDD staff Tim Stieber, director, and Linda Bleess, office manager. About 50 members of the public attended. There were eight items on the agenda. One item, the application of James L. Thompson for a Conditional Use Permit (CUP) for expansion of a current feedlot in Bartlett Township, was tabled prior to the meeting. A second item, the application of Gerald Gay for an after-the-fact CUP for a commercial business, was tabled because Mr. Gay failed to appear at the hearing. The remaining six items were considered and acted upon by the Planning Commission. The following are the results of the hearing: 1. Joseph Thomalla, Application for a CUP to create a subdivision of two lots on Big Swan Lake in Section 18 of Burnhamville Township. The commission voted 5-0 to recommend approval of the CUP to the county board. Continued on page 16
