by Lien of Oz For over 200 years, an elite core of powerful global leaders and grossly affluent individuals and foundations, have promulgated the fear of over-population. They have persisted with devious schemes to control the earths population. Historically this onslaught finds its starting pointing in the essay "Principle of Population" written in 1798 by Thomas Malthus. His thesis was that human population growth would outpace the earths capacity to feed the growing mass of humanity. Malthus ideas captured the attention of Charles Darwin and coloured his evolutionary theory of natural selection. This is reflected in the extended title of Darwins document"Origin of the Species by Means of Natural Selection and the Preservation of Favoured Races in the Struggle for Life." Darwins cousin Francis Galton however, went further. He introduced the idea of good and bad genes- respectively eugenic V digenic; the idea of good births or eugenics had arrived. This eugenic ideal was later advanced by Margaret Sanger, founder of the American Birth Control League and later, in 1934, Planned Parenthood. Try as they may Planned Parenthood find it difficult to disguise Sanger s eugenic legacy (by attempting to ignore her negro project). However, as acknowledged by Alan Guttmacher, when he succeeded her as President of the PP Federation of America "we are merely walking down the path Mrs Sanger carved out for us." ----1 An even greater pursuit for eugenic ideals might be levelled at the door of the Rockefellers; who in the 1930s funded the Kaiser Wilhelm Institute in Germany which directed the infamous eugenic schemes of the Third Reich [ & Adolf Hitler]. Hilters shameful practices brought embarrassment to eugenic sentiments but in no way halted the ambitions of the elite community committed to population control. For instance, as noted above, the Wilhelm Institute [previously the Kraepelin Inst.] as funded by the Rockefeller Foundation, invited the Swiss born psychiatrist, Dr. Ernst Ruadin to be its first head. He founded the German Society for Race Hygiene and was appointed by Heinrich Himmler to draft the 3rd Reich sterilization lawsLaws for the Prevention of Hereditary Diseases adopted under Adolf Hitlers signature in 1933. These laws were patterned after Race Laws which had been drawn up by the Rockefeller group and introduced as statutes in the US State of Virginia. Meanwhile, in the USA eugenic ideals were embraced by the creation of the Human Betterment Foundation by philanthropist E.S Gosney.2 Its first President Paul Popenoe 3 was also a member of the American Eugenic Society. This too was originally funded by John D. Rockefeller and Max Eastman. 4 From these foundations the World Wide Population Control movement might be said to have grown. German eugenic practices, seemingly an embarrassment, actually continued unabated amongst the political elite. For instance, Josef Mengeless mentor during the Nazi holocaust, Prof. Otmar Freiherr von VerschuerDirector, in 1937, of the Third Reich Institute for Heredity, Biology & Racial Purity later founded and continued active within, the Institute of Human Genetics in Munster, until his death in 1969. He also remained a foreign member of the American Eugenics Society. Notwithstanding, the disturbing condemnation of the German eugenic experiments embarrassed the American Eugenics Society, consequently they capitulated and transferred support to the Family Planning Association, Planned Parenthood (PP) and later the International PP Federation (IPPF).

In the USA other strong ties to eugenic ideology are coupled with the Draper family.5,6 In 1932 General William H. Draper Jr. provided the finance for the 3rd International Eugenics Congress in New York and appointed Dr. Ernst Ruaudin as Chief of the World Eugenics Movement [The Intl. Fed. of Eugenic Societies.] General Draper went on to form the Population Crisis Committee/Council, recruiting the respected Generals William Westmoreland and Maxwell Taylor to activate Zero Population Control Strategies. These activities were sponsored by funds from the Rockefeller and Du Pont Foundations. General Draper as advisor to President Lyndon Johnson [1963-69] also recommended the creation of USAID, which was instrumental in financing birth control and population control schemes in tropical countries. This was said to safeguard America from the threat of development in over populated countries. In addition General Draper took an leading role in Planned Parenthood becoming an active Vice Chairman. In 1966 he was one of the first recipients of the Margaret Sanger award "for his singular contributions..to resolve the world population crisis." In the early 70s he was appointed by Pres. Nixon [1969-74] to the UN Population Commission. This Generals son, William H. Draper lll, in his turn, became a member of the Council on Foreign Relations and Deputy Advisor on National Security in the Bush Snr. Presidency [1989-93]. He served, amongst other Boards, on the Population Action International formed out of the Population Crisis Committee founded by his father. Another of the Draper clan was Wickliffe Preston Draper 9,10 founder of the The Pioneer Fund, in 1937 ; one of the most controversial non-profit organizations in the United States involved with the funding of scientific racism. In 1986 he was appointed to Head the UN Development Program and as Director of the USAID, according to a 1991 report he prepared "assisted 254 million couples to be surgically sterilized over the 90s" The UN Fund for Population Activities [UNFPA] now claims 37% of Ibero-American and Caribbean women have been sterilised. In 1969, the creation of the UNFPA can be traced to [Fabian socialist] Julian Huxley 11,12 who founded the UNESCO in 1947. Huxley had direct links with the British Population Investigation Commission and the Eugenics Society.. Meanwhile, in the UK., Prof. Glanville Williams [1911-97], Fellow of the Eugenics Society-England and author of The Sanctity of Life & Criminal Law., was one of the elite few to boldly expose the ideology of population control when he commented since industrialisation, the upper stratum of society fail to replace themselves, while the population as a whole is increased by excess births among the lower and uneducated classes. In addition, Prof. Williams book had a remarkable influence upon the Roe V Wade verdict in 1973. This was reflected in comments made by Justice Blackmun, in the majority verdict, concerning the definition or lack thereof, of personhood.

Returning again to the initiatives of the Rockefeller Foundation we note support for legalised abortion in Japan [1948] 13,14 approved under the Eugenic Protection Act. Preservation of Japanese homogeneity was necessitated (amongst other things) because of the more obvious consequences of Post War US occupation. Then in 1952, in company with Frederick Osborn [ex-Pres. of the American Eugenics Society], John D. Rockefeller founded the Population Council which (in more recent days) has been allied to the promotion and production (in China) of the kill pillRU 486. One other tributary flowing from the leaders of Human Betterment was the formation of the Association for Voluntary Surgical Contraception (AVSC). Another incarnation used the name Birthright International. AVSC has been at the forefront of pro-coercive or other encouragement, for sterilization and contraception as population control measures; embracing abortion and other reproductive health projects. AVSC, in March 2001, became Engender Health. 15 Tracing another tributary, the involvement of the UN is encountered. In 1966 population control was officially authorised by the General Assembly by commending nations willing to decrease their populations. The following year the UN Fund for Population Activities [UNFPA ] 16 was launched. Other UN groups UNESCO, UNDF and UNICEF continue to support the population control incentives of UNFPA. In 1971 IPPF was recognised by the UN as a major NGO and associate of UN Economic and Social Control, UNICEF and the World Health Organisation [WHO] and attracted hefty financial backing.17 The World Bank in 1968 had already determined that its foreign aid funding would be tied to population control advances. The World Bank moreover, has for over 30 years, provided in excess of $2.5 billion in grants to 130 reproductive health projects in some 70 countries. And in company with massive private funding from the foundations established by billionaire moguls [Rockefeller, Bergstrom, Buffett, Gates, Soros, Hewlett, Packard, Turner etc] the World Bank and UNFPA continue to provide incredibly large financial contributions for population control projects. Many of them co-ordinated through IPPF and associated like organisations [The Population Council, Concept Foundation, Engender Health, IPAS, Pathfinder Intl etc] In 1968 the imaginations, of a new elite family of over-population scare mongers, were stirred when Paul Ehrlich published his "Population Bomb". This was followed in 1991 when Ehrlich, together 18 Yet none of the predicted global famines, disease, with his wife Anne, wrotePopulation Explosion civil or international conflicts, over food distribution, anticipated in these books, have ever eventuated. Particular emphasis on racial aspects of population control can be traced to Henry Kissinger, when as a member of the Club of Rome, he supervised, in 1974, the production of the National Security Study Memo 200 [declassified in 1989] This memo discussed the implications of population growth.19,20,21 This memo stated that population growth in the developing world would lead to a desire for self determination of their economies. Proposals were then made to see that their populations were controlled. Even so, this fact was to be withheld from the country's leaders. Amongst the countries specifically targeted were India, Bangladesh, Pakistan, Nigeria, Mexico, Indonesia, Brazil, the Philippines, Thailand, Egypt, Turkey, Ethiopia, Colombia. and Indonesia. In the light of contemporary issues it is interesting to note some of the proposals put forward by the Club of Rome as outlined in 1991 by Alexander King and Bertrand Schneider- "The First Global

Revolution.Pantheon Books p.115 "In searching for a new enemy to unite us, we came up with the idea that pollution; the threat of global warming, water shortages, famine and the like would fit the billthe real enemy is humanity itself." So the web of "Population Control" unfolds but one intriguing aspect remains. 20 years before Maurice Strong, Mikhail Gorbachev and Stephen Rockefeller launched their draft of a new "Earth Charter" before the United Nations assembly, a man identified as R.C. Christian contracted the Elberton Granite Finishing Co.22 to erect the Georgia Guide Stones. These stones represent a new [humanistic] ten commandments for Mother Earth. They embrace 4 principles: 1. Reducing the world population 2. Promoting environmentalism 3. Establishing a world government, and 4. Promoting a new [world] spirituality The 1st Command demanded that a stable world population of just 500,000,000, in perpetual balance with nature, was to be an initial goal. Lastly we have the strangest of all population control institutions the Voluntary Human Extinction Movement (VHEMT) 23 The aim of this institution is to phase out the human race by voluntarily ceasing to breed. Thereby, allowing the Earth's biosphere to return to good health. Their motto'May we live long and die out.' Les Knight of VHEMT avows 24,25 " No matter what you're doing to improve life on planet Earth, I think you'll find that phasing out the human race will increase your chance of success."
