1. Plant Detail
1.1 System Detail
The fuel oil system envisaged for the plant consist of the facilities required for unloading
of fuel oil from the road tankers, transferring the oil to storage tanks and forwarding & supplying
this oil from the storage facility to boiler burners through the pressurizing units. The storage
capacity of all LDO & HFO tanks is envisaged for a period of one (1) month.

2. Objective
A. Steam blowing and oil flushing of fuel oil lines
To remove debris, scales and weld splatters and clean the internal surface of oil lines in the
LDO / HFO system including atomising steam lines and steam tracing lines.
B. Commissioning of F.O. System and oil firing
To Commission Fuel Oil System and make it available for Boiler Light up and operation.
3. Proposal
A. Steam blowing and oil flushing of fuel oil lines

All the lines shall be steam blown in suitable sections to have effective cleaning.

Steam blowing shall be done by continuous blowing method.

Oil flushing of oil lines shall be taken up after completion of steam blowing.

Flushing of HFO lines shall be done using LDO.

B. Commissioning of F.O. System and oil firing


The Commissioning of Fuel Oil System (LFO/HFO) will be carried out as per following proposals.

4. Role and Responsibilities


4.1 The commissioning personnel are responsible for planning the activities of system
commissioning, prepare the trail run measures and help the operators to prepare record.
4.2 The erection personnel are responsible for the installation of various equipments, systems and
the related checks.
4.3 The operators are the responsible for vigil checks of the system.

First aid kit should be available in the test area.


Sufficient number of safety gears such as helmets, asbestos
hand gloves, ear mufflers etc should be available.
Service water should be available near the activity area.
The blowing area should be barricaded.

All permanent HFO & Steam lines should be insulated prior to

8. Precondition For Trial Run

Filter elements and NRV internals are removed wherever

Removed equipments during Hydraulic Test & steam blowing


are re-erected.
The Fuel Oil Burner Assembly with Scanners and Ignitors are
erected as per required drawing.
Power supply system to scanner, ignitor and trip & corner
nozzle solenoid valves are commissioned and available for
operation. (Scanner orientation & Ignitor Advance / Retract
mechanization checked)
Required local / remote C & I inputs are made available. (List
to be prepared at site)
Filter elements in the system are erected in position.
Corner stations are steam blown and corner nozzle valves and
burner flexible hoses are reerected.
Trial run of LDO / HFO Pumps through pump RC completed.
Check all control valves removed from location while hydro
test and steam blowing are re-erected.
24 V DC, 220 V DC supply with UPS are in charged
condition.
Dry simulation of FSSS System for LDO / HFO at all oil
elevations is completed with required permissives and
interlocks (List to be prepared at site).
Completion of coal upto toggle section or isolation of coal
piping from coal burner to allow expansion of boiler.
Ensure new gaskets are provided for all filters, strainers,
flanges and valves.
Trial run of ID / FD Fans System and Scanner Air fans
completed and released for normal operation of plant.
Trial run of APH and availability of ESP is ensured. APH soot
blowing system is available.
Boiler cleared for light up (Refer to Boiler O&M for other
preparatory checks to be made prior to light up).
Boiler expansion constraints are removed and ensured for free
expansion. Expansion Trans erected at pre-determined
locations (Refer to Quality Plan for locations).
Availability of instruments and service air to be ensured.
Boiler filled upto normal operating level.
Ash handling system erected and provides required sealing at
all required locations / areas.
Service air to ignitor cooling.
Firefighting system is available at burner front.

9 Commissioning Procedure

9.1 Steam Blowing


Pipe connections to LDO / HFO pumps on suction & discharge
sides are dismantled.
The line to be blown is charged slowly with auxiliary steam
and warmed up keeping the drains open. (Firstly suction side
between tank & pump suction. Then discharge side from pump
discharge to ring header.)
After proper charging blow is given for 20-30 minutes.
Steam at a pressure of 10-12 Kg/cm2 and having a superheat
of at least 500C at source is used for blowing.
The line is allowed to cool for two hours and then again
blown.
Blowing of drains, vents and instrument tapping points is done
at 5 Kg/cm2 for 10 minutes each.
Blowing of steam tracing lines and condensate lines is done at
6 Kg/cm2 for 20-30 minute each.
Drains / vents of F.O. lines are kept open as required during
steam blowing and thereafter for draining of condensate.
Steam blowing is declared complete based on Completion
criteria.
After sufficient cooling the pipings are dried with compressed
air.
After completion of steam blowing, all spool pieces are
removed and Trip valves, control valves, flow elements, filter
elements and NRV internals are restored / normalized. Pipe
connections to LDO / HFO pumps are normalized and pumps
are commissioned.
NOTE: During the cooling period of one section of pipeline
other section, as per convenience, can be steam blown.
9.2 Oil Flushing of LDO Lines
LDO Pump is started and the line flushed for minimum 24
hours. Temporary filter in the return line and Pump suction
filters are taken out and cleaned as and when required.
Frequency of strainer cleaning is to be decided jointly by
Commissioning Team at site.
Unloading pump is started and above procedure is followed for
flushing of oil transfer line upto oil tanks.

Drain oil transfer pump is started and above procedure is


followed for flushing of drain oil transfer line upto LDO tank.
Flushing is declared complete based on completion criteria.
LDO lines are subsequently normalized and released for
regular operation.
9.3 Oil flushing of HFO Lines
HFO lines are lined up for flushing with HFO through normal
HFO return line from Boiler.
Steam tracing line is kept charged.
HFO Pump is started and the line flushed for minimum 24
hours. Pump suction and discharge filters (installed at outlet of
heaters) are taken out and cleaned as and when required.
Frequency of strainer cleaning is to be decided jointly by
Commissioning Team at site.
Flushing is declared complete based on completion criteria.
9.4 Completion Criteria
A. Steam Blowing
Steam blowing of the section of LDO / HFO lines is declared
complete after minimum five blows each having a blow
duration of 20-30 minutes.
Blowing medium at exit of the pipe should be visually clean.
B. Oil Flushing
LDO flushing is declared complete after minimum 24 hours of
flushing and with the filters remaining clean for 8 hours of
continuous flushing.
HFO flushing is declared complete after minimum 24 hrs of
flushing and with the filters remaining clean for 8 hours of
continuous flushing.
9.5 Fuel Oil Firing
A. LDO Firing
Start ID / FD / APH systems as per normal start up procedure
(Respective Testing Schedules or O&M manual to be referred)
and establish required furnace draft of round -5 to -10 mmwc.
APH soot blowing is kept in service.
Start the LDO Pump and ensure charging up to firing floor.
Adjust the boiler airflow and windbox DP to the required level.
Put the RC valve operation of LDO Pump on auto.
Give command for start of LDO burners and watch for flame
establishment.
Once the flame is established, ensure

b. Flame scanner pick up the flame.


After few minutes of operation, trip the burner and observe
and ensure that shutdown sequence take place as envisaged in
scheme.
B. HFO Firing
Start ID / FD / APH Systems as per normal start up procedure.
(Respective Testing Schedules or O&M manual to be referred)
and establish required furnace draft (Around 5 to 10 mmwc)
APH soot blowing is kept in service.
Adjust the boiler airflow and windbox DP to the required level
Charge a. Atomising Steam System and
b. Steam Tracing System
Start any one of the HFO Pump and after charging HFO
Heater, charge HFO line up to boiler and put under short
recirculation first and then long recirculation for raising HFO
temperature.
After attaining HFO firing temperature (around 115 0C), give
command for HFO burner start. Watch the flame for
establishment.
Once the flame is established, ensure
a. Oil combustion is proper and
b. Flame scanner picks up the flame.
After few minutes of operation, trip the burner and observe
and ensure that shutdown sequence take place as envisaged.
Repeat the above procedure for other HFO Oil Gun, in that
elevation.
Oil Guns, in other elevations are commissioned on similar
lines as explained above.
With the Commissioning of LFO / HFO System, boiler is
ready to commence all precommissioning activities, such as
alkali boilout, steam blowing, safety valve floating, steam
dumping etc.
All commissioning of electrical and C&I control wiring have
been finished & protection/interlocks checked.

latest approved drawings and specification.
Access for adjustments maintenance and repairs is satisfactory.
Check that all bosses, flanges and tapping points have been
adequately made off.
Verify, if appropriate, that all couplings have been inspected on
site to confirm that the couplings comply with drawings
showing approved locations.
Check that all pipe falls to drainage points are satisfactory.
Confirm that all blanks still required in the system are
adequately identified and recorded in the Blanks Schedule.
Confirm that all pipework that can be touched from walk ways
etc, and that reaches a temperature of 60 deg C or above is
adequately lagged.
Check that the pipework system, including supports, is free to
expand and contract within its constraints, including floor
collars and wall boxes.
Check that adequate number of vents are provided on the pipe
at highest points.
Check that all supports are undamaged, fixed and mounted
vertically, (Except where design requires the support at a
specified angle).
Check that all support loadings have been correctly set.
Verify that galvanized sheet weather-hoods have been fitted
where pipes pass through roofs.
Check that all thrust / anchor points are correctly installed.
Confirm, where possible, that there is a radial clearance

between the pipe and the support clip.


Check that all roller and sliding supports are clean, free to
move and so constructed that dirt and water cannot
accumulate.
Flush the pipe line properly to open drain to clear all debris
from pipe.
Test the pipeline hydraulically to the relevant standard in
presence of Boiler Inspector if required.
Check that all temporary supports have been withdrawn.
Confirm adequate support for small diameter, horizontal pipes
that may be stood upon (or adequate protection for the pipes
and supports for system not strong enough to withstand
additional loads).
A pressure relieving device has been provided between valves
on each fuel oil line and that each relief, drain and vent valve
is piped to a suitable recovery point.
For HFO pipelines all the check points are same as above
except FO heat traceing Pipework, provided with proper
draining arrangement along with steam traps correctly fitted
with bypass and test connections.

Confirm satisfactory coupling alignment values and that


coupling is done.
Confirm proper fitting of mechanical seals at both the ends of
the screws for avoiding leakages.
Confirm drainage facilities are satisfactory for the fluid being
pumped.
Verify that discharge side relief valve provided is calibrated
(Tested / Test certificate provided).
Check that all rotating parts like couplings are adequately
guarded.
Confirm that lifting lugs / eyes are rendered inoperable and (if
applicable) holes plugged and threads identified.
Confirm pressure gauges and instruments are provided as per
approved drawings.
As soon as the pump can be operated as part of a system, run
the pump on full recirculation (LDO & HFO pumps) for
preferably 8 hours to verify that vibration levels are within
acceptable limits.
Monitor the following parameters and record the stable levels:
A Pump Suction Pressure
B Pump Discharge Pressure
C Pump Speed
D Pump flow
E Pump Inboard Bearing Temperature
F Pump Outboard Bearing Temperature
G Pump Inboard Bearing Vibration
H Pump Outboard bearing Vibration
I Motor Starting Current and run Up time

Illumination in the plant area is adequate.


Any other requisite safety provision is adequate for the
immediate commissioning activity.
The name plate legend is clearly visible, securely fixed,
durable and correlates with remote labels.
The installation is complete and correct in accordance with the
latest drawings and specification.
Provision for adjustments maintenance and repairs is
satisfactory.
Check that insulation work is complete and satisfactory.
Confirm the direction of flow is in accordance with the
markings on heat exchanger body/drawings.
Confirm the tube side and shell side can be adequately
isolated.
Check that vents and drains are fitted on both shell side and
tube side and of proper size.
Confirm the vents and drains on shell side tube side discharge
at places which are both visible and safe.
Confirm the heater is slightly inclined towards the drain point
to facilitate complete draining.
Check that pressure gauges are fitted to both shell and tube
sides.
Record relief valve settings.
Check that the relief valves are piped to suitable drains points.
