    SITUATION ANALYSIS

    Physicians for Human Rights (PHR) make a statement that the Health System in
    Zimbabwe is in crisis. PHR also make a statement that situation of Hospital in
    Zimbabwe is very poor – no water and drugs. Beside that, some experts claim that
    Zimbabwe government’s failure to import fresh water is the reason the cholera
    spreading so fast.

    According the WHO’s data; there are 1937 citizen infected cholera and 38,334 citizen
    have water-borne. PHR also said that Zimbabwe Government must repair the entire
    health system, including the water and sanitation system. Actually, there are some
    countries which have the same problem but Zimbabwe is the worst.

    MESSAGE

    The messages that Zimbabwe government must tell to public are:


    - Government is strictly concern about this news and will watch the health system.
    - Government provides information about the disease.
    - Government will repair the health system if needed, as soon as possible.

    CRISIS TEAM

    - Department of Health
    - Department of Housing
    - Public Relations Agencies
    - The spokeperson can be Ministry of Health spokesman Cannisius Banda
    or the Minister of Health David Parirenyatwa.
    ACTION

    Zimbabwe government must handle this issue within act and talk. This action will control
    the trust of public to government. However, government can not deny the statement
    from PHR and WHO data. There are actions that Zimbabwe’s government must do:

    1. Make a press conference; the press conference is very useful to confirm what the
    statement from PHR. If government does not take action or talk to press/public,
    the press and public will speculate about the issue. Because of this situation
    government will suffer because the next speculated-publication which may not
    true. Then there is more difficult to face the untruth speculated-publication.

    2. Make a Media Center for the journalists. This room will provide the latest
    condition about the health system and the disease of Zimbabwe. This media
    center also provides the 24-hour hotline telephone. The location of Media Center
    is in the Department of Health office.

    3. Hire experts to watch and learn about the disease and repair the health system;
    this is very important action because press will watch how concern the
    government to handle this health problem. If government does not have enough
    money, United Nations will help so Zimbabwe government must approach the
    United Nations.
