Belief-based: true/untrue
Attitude-based: right/wrong
Behavior-based: personal actions that should be
stopped, adopted, or changed.
Policy-based: altering an existing policy or
creating a new policy.

Consider persuasive goal.
What does my audience think/feel/do now?
What do I want them to think/feel/do after my speech?
Make persuasive goal feasible.
Be realistic with highly controversial issues.
