PURPOSE This document covers the process control philosophy for the YER Process Storage and Loadout Facilities.

2.0

SCOPE The scope of this document is to describe the process control basis for the Process Storage and Loadout Facilities.

3.0

AFFECTS This document affects all personnel working on the Process Storage and Loadout Facilities, and those who interface with this unit.

4.0

DEFINITIONS The following storage tanks and associated pumps are included in this document: Diesel Export Tanks Gasoline Export Tanks Benzene Export Tanks

5.0 5.1

PROCESS CONTROLS Tank Level Controls for Atmospheric Tanks All export tanks will be equipped with a guided wave radar-type gauging system and an independent level indicating system for operator monitoring. The inlet and outlet for each tank will be equipped with hand operated MOV valves, without provision for automatic opening or closing.

5.2

Pump Minimum Flow Controls All pumps except the diesel and gasoline recirculation pumps will be equipped with minimum flow controls and valves to assure stable operation without overheating. A separate minimum flow control system will be provided for each diesel and gasoline pump and common minimum flow control system for both benzene pumps.

Diesel Export Tanks Flow to the diesel export tanks will be controlled by the DHT and HCK units. An EIV valve will be installed in the line from diesel export pumps to the NGL Terminal and the flow rate will be controlled at the NGL metering station. The diesel circulation pumps will be started and stopped manually with no controls. The sump pumps will start and stop automatically on level control.

Gasoline Export Tanks Flow to the gasoline export tanks will be controlled by the gasoline blending facility. An EIV valve will be installed in the line from gasoline export pumps to the NGL Terminal, and the flow rate will be controlled at the NGL metering station. The gasoline circulation pumps will be started and stopped manually with no controls. The sump pumps will start and stop automatically on level control.

5.5

Benzene Export Tank Flow to the benzene export tank will be on a batch basis by starting and stopping the benzene bumps in the tank farm. An EIV valve will be installed in the line from benzene export pumps to the NGL Terminal, and the flow rate will be controlled at the NGL metering station.
