On one side it's a picture of Robin Hood, the hero who stole from the selfish rich who accumulated all the wealth for themselves leaving others to starve.
He then gave the wealth to the ones in need, keeping nothing to himself. Behind him it looks like there's a big city, probably New York seeing as the story takes place there.
On the other side, I don't recognise the symbol, but it seems consisted by a spear of wheat, what looks like a snake, two stars 2 wings and something written in Cyrillic (probably Russian alphabet) which looks unintelligible to me.
The snake is a symbol of the duality of good and bad, and it's also a symbol of birth and regeneration (with the shedding of the skin and all.)
Wheat, apparently, symbolises generosity for some Christians.
Wings have connotations of hope or refuge for some Christians.
The coin sets up the sequel to Good Sam entitled PERFECTLY GOOD CRIME. In the sequel, the homes of the richest Americans are being robbed in a series of sophisticated, high tech heists. Meanwhile, the city experiences a series of large scale giving events to the poor? The coin is Kate Bradley's first clue to this mystery. Is someone robbing from the uber wealthy to help the poor? Read the novel to find out.

It's completely legal to give away money you own (if not part of a partnership or corporation). However, you need to file a 1099 with the IRS so the IRS can then merge this donation with "earned income" and "capital gains" (and other passive income) and determine the correct tax rate.
