Recently, I've been watching quite a few unsuccessful TV pilots on YouTube...and there seem to be a lot of them from the 1950s and 60s on the internet. Some, such as 1955's "Time Out for Ginger", are pretty good and you wonder why they weren't picked up by the networks but most of them are pretty limp...and "Munroe" is about as bad as any of them.
Munroe is a mutt who is being trained by the US Army. Why they picked out a mutt instead of a reliable and trainable breed, I have no idea...and why they picked out two complete knuckleheads to train Munroe, that's even more confusing. The pair are told that Munroe will be a washout in the program unless they can get him to stop chasing cats...as the C.O. has a cat. So they do what absolutely no one would do...they get a lion in order to scare Munroe out of chasing cats once and for all!! Talk about dumb plot devices! And, after seeing it, I can see exactly why the networks refused to pick up this military comedy! Pretty lame all around and not a show anyone apparently wanted to see.
