Fiscal policy cannot increase aggregate demand, so Henderson’s discussing this in terms of “stimulus,” not part of the bill’s title by the way, is pretty silly.
Congressional appropriations can in principle provide “relief” — shift some of the harm from those most affected to the rest of us. That Congress failed to just fund unemployment insurance that provides a high % of lost income plus individual health insurance while unemployed — the kind of system we ought to have pandemic or no pandemic — but did create the nightmarishly complex PPP, bail out the airlines and pay off real estate developers are worth opprobrium,however
