The policy of closing Jatibaru Raya Road on December 22, 2017, has caused new problems because the road closure has caused public losses. The public policy applied by Governor Anies indicated that he had a strong political contract with the community and one of the powerful figures in Tanah Abang so that the policy benefited the people of Tanah Abang who had been disciplined during the previous governor's term. These issues are very relevant to be studied using qualitative methods with a grounded approach to obtain material and in-depth information. Regarding the road closure policy, the existing policy is seen as a step in the realization of Anies campaign promises to establish 200,000 MSMEs at the time of the DKI Jakarta Pilkada in 2017. The public policy for road closure is basically an incremental policy because there are not many policy programs that have been running and was designed during the previous governor's term. The implementation of this policy has made Governor Anies considered maladministration by the Ombudsman, thus giving rise to recommendations for the position of Anies as governor.

Since the 1980s, surveys have portrayed East Java Province as an economic success story, with high levels of growth spread across all major sectors in rural as well as urban settings. East Java appears a victim of its own success with large-scale investors in the processed food sector considering relocating to Central Java where minimum wages are lower. In terms of domestic investment, housing, industrial estates and offices (27 per cent), transportation and warehousing (14 per cent) and food (8 per cent) were the main destinations in Q1 22. In Q2 2022, the principal sources of foreign investment were the United States (43 per cent, comprising mainly PT Freeport Indonesia's Rp 5 trillion realised investments in its Gresik copper smelter), Hong Kong (19 per cent), Singapore (15 per cent) and Japan (9 per cent). Another aspect of the balanced development thesis was that trade was not the driving force in growth. That still seems to be so. Input-output analysis appears to show that the province's surplus is actually not very largesuggesting a high degree of complementarity between East Java's agricultural, manufacturing and export sectors. While the balanced development thesis was never meant to imply that East Java's regions had experienced a uniform stage of development, it is possible to identify 'winners' and 'losers' within the province. So, what is East Java's future trajectory and does it continue to deserve a reputation for balanced development? In terms of investment, balance may still be the hallmark of provincial development. In order to navigate through the 'middle-income trap', the province will need to invest more in human capital to foster entrepreneurship, productivity and wellbeing. Management of the provincial economy will be increasingly difficult as the intricate and complex nexus of politics and business in the province evolves.

The successful of "Desa Siaga" as one of the forms of Community Based Health Activities (CBHA) depends on, among others, the good partnership of different elements in the community, especially the partnership between health providers with the community. Desa Siaga is a village that has enough human resources, abilities, and willingness to prevent and solve any health problem, disasters and emergencies occurred in the village self reliantly. The objective of this study is to develop the instrument that is able to measure the partnership of Desa Siaga in Indonesia. The study is conducted in Subang District, since this district has been declared as the only district that has 100 percent Desa Siaga in the whole district. The length of study is nine months, starting from February, 2008. The method of study is a mixed paradigm, which is a combination of qualitative and quantitative study methods. The methods of study used in the qualitative study are focus group discussion (FGD), in-depth interview (IDI), and expert meeting. While in the quantitative study is a cross-sectional method. The result of this study were: Firstly, from the literature review it reveals that there are three main variables that are important in partnership, namely openness, equality and mutual benefit. Secondly, from FGD and IDI, these methods are able to elaborate three main variables as mentioned above into 31 detailed variables. Thirdly, result from the expert meeting is the churnedout of the 31 detailed variables into 52 detailed variables. Fourthly, by using factor analysis of the opinions prompted from 172 respondents, we are able to subtract these 52 detailed variables into 17 main variables that are the important to determine the degree of partnership of Desa Siaga. These 17 main variables, then, are to be used as the main variables in the development of instrument to measure the degree of partnership of Desa Siaga. This instrument has been tested in 30 villages in Subang District. The results are: 17 villages with good partnerships and the remaining 13 with less satisfactory partnerships. If we cross-tabulate the result from the study, it reveals that villages which fall into "good" categorization tend to have good partnership in Desa Siaga.
