Ibrahim Problems of elderly people in Palestinian society Introduction: Elderly people are one of the groups which require more social welfare from the government and those in charge. In ramification of social changes, the conversion of family from the extended to the nuclear, women working outside, the housing crisis and the inability to keep the rest of the family members, the elderly live in isolation from their sons. Consequently, parents do not achieve their due welfare, and are also exposed to many health, psychological, social and economical problems. Sometimes the family is unable to look after the elderly people due to their hunt for living, education, internal or external immigration. In addition, working conditions might make them neglect elderly people. For all these reason, institutions for the elderly people are a large mercy for family and elderly people. However as soon as elderly people enter institutions, they face different problems. Therefore, this study mainly focuses on the various problems that the elderly people face in social welfare institutions for elderly people in the Palestinian society. Methodological procedures of the study x Type of the study This study is a descriptive study. x Method of the study This study depended on the following integrated method: 1. The researcher used the quantitative method to study the problems of elderly people in social welfare institutions in Palestinian society. 2. The researcher also used the qualitative method to discover the problems that officials face in social welfare institutions for elderly people in Palestinian society. Methods of Research 1. The researcher used the scientific method through a social survey in order to comprehensively count the elderly dwelling in social welfare institutions for elderly people. 2. Ibrahim institutions for elderly people using interviews to discover the problems. Instruments of the study: The researcher used in his current study the following instruments: 1. A questionnaire was given to the elderly people using an interview to study the problems they are facing in social welfare institutions for elderly people in Palestinian society. 2. A deep interview was given to the officials of the social welfare institutions for elderly people in Palestinian society to discover the problems they are facing. Sample of the study: The sample was a complex random sample. It consisted of 136 elderly people, five officials. The instruments of the study were well prepared and the validity was approved by a number of academic and specialists in the social work, sociology and psychology fields and also some officials of social welfare institutions for elderly people in Palestinian society. In addition, the researcher has used the Statistical Package of Social Science (SPSS) to answer the questions of the study. Results of the Study: Problems concerning the elderly people in social welfare institutions for elderly people: First: Social problem  .54Á2010 jÌBÃÌ – _Æ1431 ÁjŠ – ½ÊÝA ef§ºA – ÎÂBRºA f»A Problems of elderly people in Palestinian society / Qusai A. Ibrahim The results of the study showed that the relationship between the family and relatives and friends of the elderly people developed more as a result of the exchange of repeated visits and constant communication. Second: Family problem The results of the study showed these feeling in the elderly: feeling of loneliness (44.9%), there was no one to look after me (30.1%), thinking of the past (22.1%), the feeling of depression (19.1%), continuous stress and tension (13.2%), illness affected me a lot and feeling of insecurity and comfort (12.5%). Third: Economical problems The results of the study showed that 68.4% of the elderly people dwelling in social welfare institutions for elderly people don't have any income. Fourth: Payment problems for the pensioners The study showed that 72.1% of the elderly people don't receive any pension salary. Instead, they depend on relatives, sons and grandsons to satisfy their financial needs. Fifth: Problems of the retirement The study showed these problems in retirement: The low living level (16.9%), lack of satisfaction and acceptance that the work gives (12.5%), the difficulty of using leisure time (10.3%), lack of the feeling of responsibility and interest ÑͦB¿NUÛA ÁË»§»º Ój³ºA ÁC ѧ¾BU Ñ»‰.55 Problems of elderly people in Palestinian society / Qusai A. Ibrahim (8.8%), lack of high status (6.6%), inability to adapt and the lack of work friends (5.9%). Sixth: Health problems The results of the study showed these health problems: Pains in feet and difficulty walking (53.7%), weakness of hearing (47.8%), feeling of tiredness when doing any hard work (30.1%), blood pressure (29.4%), rheumatism pains (25.0%), weakness of sight (24.3%), diabetes (17.6%), lack of appetite and headaches (14.0%), heart illnesses (12.5%), pains in kidneys (11.8%), constipation (11.0%), stiffness of two arteries and clots in the brain (7.4%) and continual weight loss (6.6%). Seventh: Psychological problems The results of study showed these psychological problems: The feeling of loneliness and isolation despite of my time spent with others (31.6%), a lot of forgetfulness (24.3%), the feeling of compressing and anxiety (23.5%), stress over small reasons and tending to isolation and not mixing with others (21.3%), I feel weakness in my ability to comprehend (20.6%), the feeling that I am absent - minded (16.9%), I suffer from a lack of sleep and the idea of being affected by illness worries me (14.7%) and an urgent need to wander (14.0%). Ibrahim Ninth: Problems of recreation and leisure: The results of study showed that 70.6% of the elderly people dwelling in the institutions practice many recreational activities that were introduced to them in the institutions. The problems facing the officials in social welfare institutions for elderly people: First: Political problems The results of interviews have shown the nature of the political problems facing the officials of social welfare institutions for elderly people. The Israeli occupation and what came with due to continual attacks of the Palestinian cities has a great effect on the professional performance of the officials of these institutions. Second: Economic problems The results of interviews have shown the nature of the economic problems facing the officials of social welfare institutions for elderly people that were represented by the lack of the budget of the social welfare institutions and the economical siege forced on the Palestinian people that prevents them receiving money from abroad. Third: Social problems ƒ Problems of co-ordination with the Ministry of Social Affairs: The results of interviews have shown a failure of the welfare services introduced by the Ministry of social affairs to the ÑͦB¿NUÛA ÁË»§»º Ój³ºA ÁC ѧ¾BU Ñ»‰.6- Problems of elderly people in Palestinian society / Qusai A. Ibrahim social welfare institutions working in the field of elderly welfare. ƒ Problems with UNRWA: The results of interviews have shown the lack of co-ordination between the social welfare institutions for elderly people and UNRWA. ƒ Problems of co-ordination with the Ministry of Health: The results of interviews have shown the nature of relationship between the social welfare institutions for elderly people and the Ministry of Health. That is, there was professional coordination between the social welfare institutions for elderly people and the Ministry of Health. It should be noted that some institutions expressed a lack of services of health and medical care introduced by the Ministry of Health. Fourth: Problems concerning regulations and laws of the elderly welfare The results of interviews have shown that there aren't laws or legislations about elderly welfare and service in Palestinian society, either for providing social insurance or health insurance. Fifth: Technical problems The results of interviews have shown that there is a clear lack in the number of psychological or social specialists working in the fields, to provide counseling, psychological and social services to elderly people. Ibrahim Recommendations: This study recommends that the program includes a national welfare for elderly people in the following aspects: x Focusing on the integrated welfare for elderly people in their natural environment, and among their families. x Supporting the social role of elderly people in public life and to take advantage of their abilities and energies in the development programs. x Developing the institutions of health care for groups of elderly people and increasing efficiency. x Development of residential welfare services for the elderly people groups. x Strengthening the role of the family and increasing their ability to take care of their elderly people. x Activating the role of the private sector in implementing programs designed to support the elderly people. x Increasing awareness in the field of elderly people welfare. x Increasing community awareness of the issues and problems of elderly people and their respective requirements. x Providing social and psychological support for the elderly people.
