PREFACE
Praise our gratitude for the presence of God Almighty, for His bless and
grace, so that the implementation of this International Conference can be held with
the theme “On Handling Non-Communicable Disease During Covid 19 Pandemic”
which aims to share information about current issues regarding Non-Communicable
Disease during the Covid- 19 Pandemic, Facilitating a meeting forum for scientists,
researchers, academics and students to exchange experiences and research results
on all aspects of handling, and controlling Covid-19 transmission to people at risk
and people with non-communicable diseases and facilitating forums to share
interventions in dealing with the prevention and control of non-communicable
disease during the Covid-19.
The International Conference is expected to be a means in efforts to prevent
and control public health problems through research based on science and
technology that is built from research and publications activities an the applications
of research results in solving health problems in the community, in terms of this is
a matter of NCDs prevention an control. The industrial era 4.0 also requires
academics, students, and health observers to always update their abilities through
research and scientific activities, to contribute to the handling of NCDs, especially
in the Covid-19 Pandemic. Our gratitude goes to the Director of Ministry of Health
Polytechnic in Semarang, resource persons, paper contributors and all related
parties so that the international conference can be held well.

Greeting
First of all, I express my deepest gratitude to God almighty for His blessings
as the International conference conducted cooperatively by health polytechnic of
Semarang can be done successfully On this very special occasion, I wish
particularly to give my best thanks to Mr. Marsum, BE, S.Pd, MHP and her
colleagues as representation of POLTEKKES Semarang, for giving me a huge

ECONOMIC POTENTIAL AND MARKET SOLID WASTE MANAGEMENT

Abstract
Objective: To determine the economic potential and market solid waste management in the city of Bandar Lampung
so that it can be used as the basis for prevent desease, planning and policy for urban solid waste management in the
future.
Method: This type of research is descriptive, to solve the solid waste problem in Bandar Lampung City Primary data
obtained from survey results and direct measurements in the market, namely the volume of solid waste generation,
type of solid waste, composition of solid waste, secondary data, namely the management of existing market solid
waste.
Result: market solid waste management has not used the concept of solid waste reduction and solid waste
management mandated in the Law on Solid waste Management and Regional Regulations on
solid waste
Management in Bandar Lampung City, the average amount of solid waste generation throughout the market is 46,747
kg / day, on average per day each market is between 3,438 kg /day to 11,703 kg / day, the type and composition of
organic solid waste is 84.48% while inorganic solid waste is 15.52%, the economic potential of all market solid waste
every day is Rp. 12,938,816, - or in one month is Rp. 388,164,480, - And within one year Rp. 4,657,973,760, -, the
solution for the solid waste processing model used is TPS 3 R.
Suggestion: It is necessary to plan TPS 3 R and socialize solid waste management in accordance with Law No. 18 of
2008 and the Regional Regulation of the City of Bandar Lampung No. 5 of 2015 concerning solid waste
management.

1. Introduction
Municipal solid waste is one of the complex
problems faced by Bandar Lampung. The
increase in development activities and
population growth has a direct impact on the
increase in the volume of generated solid waste
at solid waste sources. The need for land to
process solid waste such as for Temporary
Disposal Sites (TPS) and Final Disposal Sites
(TPA) for solid waste is difficult to fulfill because
land needs for other purposes such as housing,
trade and urban facilities will increase along with
the population growth (Sahwan et al., 2005).
Residue or solid waste (garbage) is a source
of pollution which is an inseparable part of
economic activity and will increase in line with
the increase in these activities. Therefore,
pollution is a pervasive phenomenon as a result
of economic activity. In terms of the principle of
resource economy, the best way to deal with
pollution is how to control it to the most efficient
level (Dewi, 2008; Fauzi, 2006; Purwaningrum,
2016).
The economic value of market solid waste in
Bandar Lampung City will occur if market solid
waste management uses the concept of Reduce,
Reuse, Recycle (3R). With the 3 R concept, the
solid waste obtained from the sorting results in
order to get organic and non-organic solid waste.
Solid waste that has been sorted has an
economically beneficial selling price. Based on
BPPT research, solid waste components that have
a high value for reuse are paper, metal and glass
solid waste (Oswarii T, Suaryanto DA, 2006).
Today, Bandar Lampung City has markets
that are scattered throughout the city. These
markets are Regional Technical Implementation
Units (UPTD) owned by the Bandar Lampung
City Market Service. The markets are Long
Market, Cimeng Market, Kangkung Market,
Tamin Market, Gintung Market, Smep Market,
Lower Market, Tugu Market, and Way Kandis
Market.

Responding to the condition of solid waste
management, the government issued a Solid
waste Management Law no. 18 of 2008. In the
law, the government encourages solid waste
management directly from the source. The source
of solid waste based on the law is the origin of
the solid waste generation, such as households,
markets, industries, shopping centers, offices and
so on. The Solid waste Management Law also
explains the importance of 3R (Reduce Reuse,
Recycle) activities so that the volume of solid
waste does not continue to increase.
Solid waste management in Bandar
Lampung City needs further thinking on how to
reduce the amount of market solid waste by
reusing solid waste through the 3 R concept, as
well as an effort to reduce water, soil and air
pollution. So that the Market Solid waste which
was originally worthless, after being reused
through the 3R concept, becomes economically
valuable.
2. Method
The stages carried out in the research include:
a. Literature study is an activity to search for
literature related to the economic value of
solid waste and solid waste management with
the 3R concept.
b. Survey and Measurement: 1). Primary data:
(a) Location: Markets owned by the Market
Office in the city of Bandar Lampung, namely
the Regional Technical Implementation Unit
(UPTD) Market Panjang, Cimeng Market,
Kangkung Market, Tamin Market, Gintung
Market, Smep Market, Market Bawah, Tugu
Market and Way Kandis Market, (b)
Frequency: Surveys and measurements are
carried out 7 days (weekdays and holidays) at
the market's temporary shelter (TPS) in the
morning (c) Equipment and equipment
consists of scales, solid waste sampling boxes
(500 liters), meter.
a. Equipment in the form of moving tools such
as shovels and gloves (Sugianti &
Trihadiningrum, 2008).
c. Methods of taking and measuring samples: (a)
Determining the location of sampling, namely
at the TPS, (b) Determining the implementing
staff, (c) Preparing equipment. Taking and
measuring the volume of solid waste
generation as follows: (a) Measuring and
recording the volume of solid waste at the
TPS, (b) Weighing and recording the weight
of solid waste, (c) d. Sorting solid waste by

components of the type of solid waste, (d)
Weighing and recording the weight of solid
waste.
d. Calculating the components of solid waste
composition: (a) Weighing total solid waste,
(b) Sorting solid waste according to
characteristics, (c) Weighing each solid waste,
(d) Calculating the composition of the solid
waste.
e. The next grouping is based on its
composition, based on its biological and
chemical properties, solid waste can be
classified as follows: (a) Solid waste that can
rot (Organic,) such as food scraps, leaves,
vegetable solid waste, etc., (b) Solid waste
which does not rot (Non Organic), such as
plastics, paper, rubber, glass, metal, glass, and
others.
g. Calculating the density of solid waste: in
calculating the density of solid waste using
the following formula: Density of solid waste
= Weight of solid waste (kg): Volume of solid
waste (cubic meters).
3. Result and Discussion
a. Market Solid Waste Management
Market Solid waste Management in the City of
Bandar Lampung starts from the source of solid
waste, namely kiosks, booths and solid waste
collected using a trash basket which is then put
into a 3-wheeled trailer motorbike and
transported to the TPS. From the TPS, there is a
Dump Truck Garbage / Amrol Truck that will
transport garbage to the Bakung TPA.
Garbage collection at the TPS is also carried
out directly, namely from shops / kiosks,
booths, garbage dumps in the baskets / trash
cans, which are taken directly by cleaning
officers or shop / kiosk owners, booths,
amparan to the TPS. In general, temporary
storage places for garbage in UPTD Bandar
Lampung Market do not have a special place,
only in some markets that are provided with
special places made of masonry materials, such
as in Long Market, Kangkung Market, Tamin
Market and Gintung Market, the rest is just an
armroll truck. put on the market.
Garbage transportation at the TPS is carried
out by the Trade Service Officer using an
Armroll Truck and a Dump Truck. owned by
the Bandar Lampung City Trade Service. The
full garbage in the garbage truck is dumped at
the Bakung TPA, which is 3 km from the UPTD
markets to the nearest market (Cimeng Market)

and for the farthest 18 km (Way Kandis Market).
Most of the market solid waste transportation
frequency is once a day, except for the Gintung
market, 3 times per day and Tugu Market, 2

times per day. In the TPA, garbage collectors are
disposed of by open dumping and there is no
processing treatment then the garbage is
flattened with a bulldozer.

Based on table 1, the number of solid waste
management facilities for each market varies,
however, most markets have solid waste
management facilities. Solid waste management
as described above is not in accordance with the
mandate of the Law on Solid waste Management
No. 18 of 2008 and the Regional Regulation of the
City of Bandar Lampung No. 5 of 2015
concerning Solid waste Management in the City
of Bandar Lampung. According to Law no. 18 of
2008, solid waste management is carried out
based on the principle of responsibility, the
principle of sustainability, the principle of
benefit, the principle of justice, the principle of
awareness, the principle of togetherness, the
principle of safety, the principle of security, and
the principle of economic value. Solid waste
management also aims to improve public health
and environmental quality and make solid waste
a resource (Presiden RI, 2008).
So that the city government of Bandar
Lampung, especially the Department of Trade
and UPTD Market, is obliged to carry out market
management which consists of reducing solid
waste and handling solid waste. Solid waste
reduction is carried out including several
activities: (a) Limiting solid waste generation; (b)
Recycling of solid waste; and / or (c) Solid waste
recovery. According to Wahyono, (2018)
Conceptually, solid waste management activities
that can be carried out at the individual
household level include sorting, composting,
biogas, making handicrafts made from raw solid
waste, and collecting recyclable materials in a
solid waste bank (Wahyono, 2018).
Therefore, the UPTD Bandar Lampung city
market should improve and propose existing
facilities and infrastructure as described in Table

existing facilities and infrastructure must be
increased in number and quality because when
existing facilities and infrastructure do not yet
accommodate the mandate of the Law on Solid
waste Management No. 18 of 2008 and the

Lampung No. 5 of 2015 concerning Solid waste
Management in Bandar Lampung City
(Pemerintah Daerah Provinsi Lampung, 2015).
b. Market Solid Waste Generation
The solid waste generation of the UPTD in
the Bandar Lampung City market is obtained
from the measurement results at the TPS of each
UPTD market. The picture of the highest solid
waste generation is in Market Pasir Gintung
(11,703 kg / day), then Tugu Market (7,959 kg /
day), Long Market (4,026 kg / day), Kangkung
Market (3,997 kg / day), Smep Market (3,938 kg /
day. day), Tamin Market (3,931 kg / day),

Cimeng Market (3,885 kg / day), Way Kandis
Market (3,870 kg / day) and the lowest solid
waste generation was found in Market Bawah,
which was 3,438 kg / day.
Density of solid waste is the relative ratio
between weight (kg) per volume (liter) of solid
waste, and density of solid waste does not have a
unit. The density of solid waste in an area must
be known to calculate the mass load of solid
waste, namely the volume of solid waste to the
weight of solid waste that must be managed. The
average density of solid solid waste in the market
at the UPTD Bandar Lampung City is 0.63. The
average solid waste generation of all UPTD
markets in Bandar Lampung City is 46,747 kg /
day. And the average per day of each market is
between 3,438 kg / day to 11,703 kg / day.
There is a difference in the amount of market
solid waste generation in the city of Bandar
Lampung. This is due to the difference in the
number of shop / kiosk, booth and amparan
traders, especially the stall and amparan traders
who are dominated by fruit, vegetable and food
merchandise. The more vegetable and fruit

traders there are, the higher the amount of solid
waste generation will be.
Solid waste generation is used for planning
solid waste facilities and infrastructure needs,
such as the number of containers, solid waste
carts / motorbikes, TPS and TPA, therefore this
solid waste generation data is very much needed
for the benefit of comprehensive solid waste
management.
It is clear that the different amount of solid
waste generation for each market is caused by the
number of shop / kiosk traders, booths, amparan
and the biological-chemical characteristics of the
solid waste in each UPTD market in the Bandar
Lampung city.
c. Types and Composition of Solid waste
The composition of market solid waste in
UPTD Market Kota Bandar Lampung consists of
inorganic solid waste (dry solid waste) and
organic solid waste (wet solid waste). For more
details, the composition of the solid waste can be
seen in Table 2.

The type and composition of market solid
waste in the UPTD Bandar Lampung City Market
consists of inorganic solid waste (dry solid waste)
and organic solid waste (wet solid waste). The
composition of the most solid waste is the
composition of organic solid waste, which is
84.48%. Organic solid waste is solid waste that
comes from living things, this type of solid waste
can be degraded (quickly decomposes),
especially from vegetables and food scraps.
Meanwhile, 14.52% of inorganic solid waste came
from plastic solid waste.

The type and composition of solid waste is
an important component in designing and
implementing solid waste management. Solid
waste management aims to change solid waste
into a form that does not disturb and reduce the
volume so that it is easily managed (Jazani et al.,
2017; Nugroho et al., 2018).
The type and composition of the UPTD
market solid waste in the Bandar Lampung City
market is closely related to the 3 R concept of
solid waste management. The 3 R concept is an
effort to reduce the volume of solid waste or
change its shape to be more useful, among others
by composting, crushing, drying and recycling.
d. Solid Waste Economic Potential
The solid waste paradigm is that materials
/ goods that have no useful value are not true.
This untruth is because solid waste can be used
by human needs today. Figure 1 presents a flow

in Bandar Lampung City Market. Meanwhile,
according to the Minister of Public Works
Regulation No. 3 of 2013 concerning, the
technical requirements for the provision of 3 R
TPS are as follows:
a. TPS 3 R is the place where the activities of
collecting, sorting, reusing, recycling, and
processing on an area scale are carried out.
b. TPS 3R: 1) TPS 3R area, bigger than 200 m2;
2) Placement of the TPS 3R as close as
possible to the service area within a radius
of not more than 1 km; 3) TPS 3R is
equipped with a sorting room, composting
organic solid waste, warehouse, buffer zone
and does not disturb the aesthetics and
traffic.

integrated
solid
waste
management work area (TPS3R) which
includes the area of unloading cart loads,
sorting, chopping solid waste, composting,
residual solid waste containers/ containers,
storing stalls or sorting goods, and washing.
d. Solid waste separation at TPS3R is carried out
for several types of solid waste such as
paper, plastic, metal/glass solid waste (to be
used as recycled material) and organic solid

Composting at TPS3R can be done using
various methods, including Open Windrow
and Caspary. Meanwhile, making liquid
compost at TPS 3R can be done using the
Communal System of the Anaerobic Solid
waste Treatment Plant (SIKIPAS).
Minimum 3R TPS building that must exist
The minimum 3R TPS building design
contains the following: 1) The receiving /
dropping area; 2) The sorting / separation
area; 3) The enumeration area with a
chopping machine; 4) The composting area
using the selected method; 5) Compost /
wind ripening area; 6) Has a compost
warehouse and shelters as well as a residue
place; 7) Having a minimum office; 8)
Having clean water and sanitation facilities.
4. Conclusion and Sugestion
Solid waste Management of the UPTD
Market Kota Bandar Lampung traditional
market, consists of phases of generation,
containerization, collection, and transportation
which have not used the concept of solid waste
reduction and solid waste handling mandated in
the Law on Solid waste Management No. 18 of
2008 and the Regional Regulation of the City of
Bandar Lampung No. 5 of 2015 concerning Solid
waste Management in the City of Bandar
Lampung. The average solid waste generation is
46,747 kg / day. The average solid waste
generated per day for each market is between
3,438 kg / day to 11,703 kg / day.
The type and composition of solid waste is
organic solid waste, which is 84.48%, while
inorganic solid waste is 15.52%. The economic
value of solid waste every day is Rp. 12,938,816, or in one month is Rp. 388,164,480, - And within
one year Rp. 4,657,973,760, -. The solid waste
processing model with the 3 R concept of solid
waste processing is the 3 R TPS, which consists of
an organic and inorganic solid waste receiving
area, an organic and inorganic solid waste sorting
area, an organic and inorganic solid waste
processing area.
It is necessary to plan TPS 3 R and socialize
solid waste management in accordance with Law
No. 18 of 2008 and the Regional Regulation of the
City of Bandar Lampung No. 5 of 2015
concerning solid waste management.
