http://www.freemap.co.il/roadmap/ - Israeli fork of RoadMap Routing application written in C. Has routing, language support with language files, voice output. Doesn't happen to have support for OSM, though, according to RoadMap development thread[1]. RoadMap 1.1.1 (apparently hopefully out in May or July 2008) on the other hand does have OSM support via conversion to RoadMap's own format.
