Two hypotheses were formulated to guide the study. Survey research design was used. The population for the study was 143. A sample of 94 librarians was selected using purposive sampling technique. The instrument was validated by experts with Split-half reliability method. The research data was analyzed with descriptive (mean and standard deviation) and inferential statistics (One-Way ANOVA). All hypotheses were tested at 0.05 level of significance. The findings revealed that there was a significant influence of online database services on library job operations, (f=3.79*, P<.05, df=2,728, F-critical=3.00) and there was a significant influence of CD-ROM services on library job operations, (f=4.270*, P<.05, df=2,728, F-critical=3.00). From the result of the study, it was recommended among others that librarians should utilize more ICT tools which will facilitate their job operations in the library.

The emerging field of Learning Analytics (LA) continues to seek ways to improve the different methods of gathering, analysing, managing and presenting learners’ data with the sole aim of using it to improve the student learning experience and the study environment. In this paper, we try to explore the concept and salient features of LA potential in higher education and suggest strategies on how this emerging field can make use of data mining techniques alongside learners’ data to produce useful and informed decision making. Using the Technology-Organisation–Human frameworks, the paper investigates the roadmap for successful implementation of LA in higher Educational Institutions. The interaction between labour efficiency and ICTs is inevitable in the realisation of the nation’s agribusiness potentials. Following a vivid descriptive statistics on main occupations and access to ICTs among the Nigerian populace, this study assessed effects of ICTs on the probability that a working aged Nigerian chose agricultural occupation over non-agricultural occupations. In doing so, the study analysed the effects of access to ICTs on agricultural labour efficiency in Nigeria. Data used for the analysis were drawn from the Nigerian General Household Survey-Panel held in 2010-2011 period. Analytical framework for the study include: Logistic Regression and Multiple Regression Models. Results show that access to mobile phones, using the internet to obtain information, and using the internet to send or receive mails were significant fa...

The study will compare the performance and efficiency of ensemble techniques that make use of different combination of data sources with that of base classifiers with single data source. Design/methodology/approach Using a quantitative research methodology, data samples of 141 learners enrolled in the University of the West of Scotland were extracted from the institution’s databases and also collected through survey questionnaire. The research focused on three data sources: student record system, learning management system and survey, and also used three state-of-art data mining classifiers, namely, decision tree, artificial neural network and support vector machine for the modeling. In addition, the ensembles of these base classifiers were used in the student performance...

The potential benefits of LA notwithstanding, potential ethical issues have to be considered and addressed in order to avoid any legal issues that might arise from its use. As a result of this, Higher Education Institutions (HEIs) involved in the development of LA tools need to pay particular attention to every ethical challenges/constraint that might arise. This paper aims to identify and discuss several ethical issues connected with the practice and use of LA tools and technologies in analysing and predicting the performance of students in a shared network environment of HEIs. The study discusses the four ethical issues of Information and Communication Technology namely Privacy, Accuracy, Property and Accessibility (PAPA's Model) as well as other approaches to explain these future concerns. The paper also presents the empirical evidence of the views of students on the analytical use and storage of their data. The results indicate that even though students have high trust in the privacy and security of their data being used by their institutions, more than half of the students have ethical concerns with the accessibility and storage of their data beyond a certain period. In the light of this, generalised strategies on ethical issues of the use of learners' data in an HEI shared networked environment are proposed.

E-learning, m-learning and cloud are some of the most powerful responses to these growing technological shift by the education sectors. Their impact and benefits cannot be overemphasized with regard to making learning accessible, affordable, available and convenient. In addition, the use of cloud technology has made the world of education more integrated, networked and composite. This makes elearning and m-learning as highly effective as the conventional method of learning delivery. However, despite these advantages, the security and the protection of learners' data on this cloud platform have been some of the major challenges to m-learning effective implementation and use. This paper discusses the various benefits of the using m-learning platform and cloud infrastructure in higher education. It also examines the vulnerabilities of the platform as well as other security and privacy challenges regarding the effective implementation of m-learning in cloud infrastructure environment. Finally, it proposes a detailed data protection and security framework that is needed for addressing these issues. It is expected that the proposed framework when fully implemented, will bring about necessary solution to issues relating to the security and data protection of m-learners in cloud computing environment, increase trust in the use of the system as well as enhance the m-learning platforms.

The study will compare the performance and efficiency of ensemble techniques that make use of different combination of data sources with that of base classifiers with single data source. Background: Reducing student attrition is considered as one of the major challenges facing higher educational institutions all over the world. With many students dropping out of school at their first year of entry, educational administrators are finding ways to improve retention and graduation rate. However, this is only possible if at-risk students can be accurately identified early enough through performance prediction. However, most of the predictive models often used are not efficient and accurate in their performance prediction due to weaknesses inherent in individual classifier used as well as the use of limited and insignificant variables.

This does not only ensure flexibility, security, service availability and reduction in the peak demand for accessibility but also improves the overall efficient performance of the organisations network. However, for most of these organisations, balancing and efficient distribution of load across these different locations can be a serious challenge. Load balancing is fundamental and critical to the performance of an organisations especially those with multiple storage centres.
This paper empirically investigates the mechanism and procedure used in load balancing by Higher Education Institutions (HEI) with multiple storage locations. Primary data were collected from selected Universities across Scotland and analysis was carried out using SPSS to determine the efficient loading mechanism. The paper also investigates the challenges of load balancing between these multiple storage locations and seeks to proffer solutions that would achieve effective load balancing in HEI data centres.
