The end result was an international symposium entitled Służba cywilna w Polsce – 20 lat doświadczeń i perspektywy zmian (The civil service in Poland: 20 years of experience and the outlook for change) organized by the Faculty of Political Science and International Studies at the University of Warsaw and the Faculty of Public Economy and Administration at the Cracow University of Economics. Encyclopedia of Public Administration is the first Polish interdisciplinary encyclopedia covering the issues of public administration, both in the theoretical context and with reference to its functioning in practice. The publication, whose idea was developed by researchers from the Institute of Political Sciences at the Faculty of Political Science and International Studies of the University of Warsaw, was prepared by scientists from eight Polish universities. Readers seeking knowledge and information on such issues as democracy, the system of public authorities in Poland, including local and regional self-government authorities, rules governing the practice of the functioning of offices, issues regarding officials and professional ethics, and finally forms of citizens’ participation in co-governance and their rights in relations with the public administration system, will appreciate the several hundred entries. According to art. 57 of the Constitution of the Republic of Poland of April 2, 1997, freedom to o... more According to art. 57 of the Constitution of the Republic of Poland of April 2, 1997, freedom to organize and participate in peaceful assemblies has been guaranteed to everyone. The condition for exercising this right is meeting the requirements set out in detail in Law on Assemblies. One of the types of assemblies is the organization of such events on a regular basis. Consent to the organization of cyclical assemblies is given by the provincial governor, as the representative of the Council of Ministers in the given province, which is an exception to the general rule according to which the decision on the organization of assemblies is issued by the commune authority, a representative of the local government. The aim of the article is to present in a comprehensive way the provincial governor’s rights in matters of assemblies organized cyclically, as well as to show the specificity of the procedure.

Objective: Multidimensional reconstruction is offered of the Poles’ attitudes towards public serv... more Objective: Multidimensional reconstruction is offered of the Poles’ attitudes towards public service and their diversification in various sociodemographic and psychographic categories. Methods: The approach to data collection included computer-assisted telephone research on a sample of N=1,200 adult Poles (18+) and an analysis using descriptive statistics and selected inductive statistics techniques (regression modeling, intergroup difference tests, multidimensional scaling). Results: Analyzes of aggregate and partial dimensions of the Poles’ attitudes towards the civil service were made, models of positive and negative features of the civil service were developed. Conclusions: The study updates the existing research on the image of the civil service in Polish society, has a diagnostic and comparative value. The proposed models have a practical value, pointing to the strengths and weaknesses of the civil service as perceived by the Polish society, broken down into various groups. Th...

The normative regulation of this institution is mainly similar to the solutions applicable in civil proceedings. Mediation is voluntary and its conduct is entrusted to the mediator. The practical use of mediation in administrative or court-administrative proceedings makes an amicable formula that makes resolving administrative cases real. Considering the fact that in 2017 the legislator amended the administrative procedure by embedding mediation in the administrative law system, the authors of the study undertook the evaluation of the mediation institution in administrative and court-administrative proceedings.
