In 2009 the Philippines introduced a mother tongue-based multilingual education language policy r... more In 2009 the Philippines introduced a mother tongue-based multilingual education language policy requiring the “mother tongue” as the language of instruction (LOI) in kindergarten through grade 3. Using teacher classroom language data collected from four LOI groups in 2019, we compared the frequency of teachers’ use of the target LOI in different contexts, including urban versus rural classrooms, classrooms with relatively homogeneous student language backgrounds versus more heterogeneous classrooms, and classrooms with materials in the target language versus classrooms without. We also examined language usage against characteristics of the teacher populations, including language background, years of experience, training, and beliefs about the best language for initial literacy. This article traces the evolution of public administration, suggesting that there are only two ma... more This article traces the evolution of public administration, suggesting that there are only two major phases: traditional and modern. The fields of public administration are discussed taking cognizance of the many other emerging fields going beyond the traditional fields of public administration, namely, voluntary sector management and information technology. Selected major ongoing concerns of public administration which include reorganization, decentralization and corruption in the Philippines are also considered. The article also briefly discusses an example of what is now taken as an emerging illustration of a home grown governance paradigm, the "Gawad Kalinga" as illustrative of a successful partnership and cooperation between government, business and civil society in the delivery of basic services, which after all is a core concern of modern public administration and good governance. The experience of the Philippines in the continuing efforts to address graft and corruption, red ... more The experience of the Philippines in the continuing efforts to address graft and corruption, red tape, and inefficiencies in the bureaucracy is the basis in designing a framework for reform to promote accountability and transparency. The following are the areas of reform: (1) reforms in institutions and structures, including reforms in organizations, processes, and procedures; (2) reforms in mindsets, paradigms, and behavior; (3) reforms in leadership (at various levels); and (4) reforms in citizens, i.e., citizens’ engagement and/or citizens’ participation. The authors begin with the contextualization of corruption in the Philippines, along with its causes and effects, and a discussion of issues and challenges of corruption. They examine how the four imperatives of reform can contribute in minimizing if not to totally eradicating corruption and in promoting good governance in the country.

Th is article discusses how the Gawad Kalinga movement in the Philippines has operationalized goo... more Th is article discusses how the Gawad Kalinga movement in the Philippines has operationalized good governance among its communities. Th is movement has not only provided opportunities for collaboration and cooperation between and among the three major governance actors, governments, business, and civil society, but more important, provided a framework for active citizen engagement in the process of improving their quality of life. Citizen participation is central not only in the theory of social quality but also in good governance. Th e paper argues argues that in order for reforms to be successful and sustainable, institutional reforms and active citizen engagement are necessary. Th ese reforms are key to addressing some basic problems facing nations today, an alarming decline in trust in institutions and corruption. Th is paper is divided into three parts. Th e fi rst part discusses good governance approaches and reform of public administration in relation to social quality theory. Th e second part discusses the tenets of citizenship and civil organization leadership within the context of good governance. Th e third part focuses on an emerging citizens' movement in the Philippines-the Gawad Kalinga movement, which highlights the aspects of citizen engagement. Th e last part contains some concluding remarks drawn from the Gawad Kalinga experience as applied governance reform, and its implications for enhancing social quality.

Among the major findings of the study are the following: HRE has a powerful enabling policy framework at the national an d international levels; the operational framework to conduct HRE is in place; HRE has been implemented at the mostly at the appreciation level; there are good and best practice for HRE at various levels; and the leading role and support of the CHR in HRE h as been recognized.

The decline on trust in government has been brought about by many factors including the inefficient and ineffective delivery of services, waste of public resources, graft and corruption, lack of integrity in government, poor leadership, excessive red tape, ineffective reorganization and structural changes, too much centralization, among other things. In summary, unresponsive governance has been responsible for the continuing decline of trust in government. The article introduces a framework of areas of reform imperatives with the general objective of restoring trust in government. The Philippines continues to rank very low in the anti-corruption perception index, ranking a very low 126 among the least corrupt countries in the world and 25th in the Asia Pacific Region. Inspite of the many laws that have been enacted to address corruption, and inspite of the many anti-corruption bodies that have been organized and set up, graft and corruption continues at various levels. Reforms to curb corruption over the years have obviously failed.
