Valentin Behr is a research fellow (CNRS researcher) in political science at the European Center for Sociology and Political Science (CESSP, université Paris 1 Panthéon-Sorbonne). He obtained his PhD at the University of Strasbourg in 2017. He has worked on the writing of history and historical politics in Poland, as well as on the sociology of government elites (France, Poland). His work now focuses on the production and circulation of conservative (especially illiberal) ideas, in Europe and between Europe and the United States. His latest publications include the book Powojenna historiografia polska jako pole walki. Studium z socjologii wiedzy i polityki (Wydawnictwa Uniwersytetu Warszawskiego, 2021); and the special issue “The shaping power of anti-liberal ideas”, European Politics and Society, 2021 (edited with Ramona Coman and Jan Beyer).

This paper is dedicated to the developments of Polish historical policy since 2015 and the electoral victory of the PiS (Law and Justice) party. It focuses on the Institute of National Remembrance (IPN), the main tool of historical policy. The paper first presents the erratic history of the IPN and how political parties are addressing this public policy issue. PiS differentiates itself here by its willingness to capture the IPN's resources for its own benefit. In a second step, the article highlights the elements that demonstrate the evolution of historical policy in a unambiguous sense. This is particularly the case for the theme of "Polish-Jewish relations" during the Second World War, with the revision of the IPN law adopted in 2018 to defend Poland's "reputation". The article ends with an overview of the corporate divisions within the historians' profession, which have been heightened since 2015.
Based on a prosopographical study of the professional and political background of the ministers of the French Fifth Republic (1986-2018), this article puts into perspective the political renewal since Emmanuel Macron’s election as President of the Republic. Ministers of the government formed in 2017 spent overall less time in politics than their predecessors and were less often elected. However, they are not newcomers in politics, as they have been more often members of ministerial staffs. Above all, Emmanuel Macron’s ministers appear as a new kind of technocrats, with a mixture of experiences in both high state administration and the private sector.

Prosopography of members of the French government between 1986 and 2012 indicates that the feminization of governmental staff is more a matter of reproduction than renewal of political elites. Putting gender into perspective with the social and political capital of the individuals holding a position in the government highlights the decisive importance of such capitals for both access to governmental positions and women’s careers in government.
This working paper provides some results of an ongoing research dedicated to the study of pathways to ministerial positions in the French Government. It contributes to update the knowledge about political recruitment. Not surprisingly, ministers are members of the social and political elite, both in the left and right camps of the political field. Nonetheless, some elements show recent transformations of the ministerial recruitment, particularly since the 2000’s: the government appears more feminized; the share of high-ranking civil servants is decreasing while the share of political aids is increasing. This morphologic analysis of French ministers is then completed with a typology of access channels to the government, thanks to the use of sequence analyses and optimal matching methods.

La thèse étudie les relations entre science et politique, à partir de la production historiographique consacrée à l’histoire des passés dits totalitaires (nazi et communiste) en Pologne. Cette histoire du temps présent est étudiée depuis sa genèse, durant la période communiste (1945-1989), jusqu’à la période post-communiste, après 1989. Elle fait l’objet de luttes entre acteurs, savants et profanes, dont les prises de position antagonistes s’expliquent par les positions différenciées qu’ils occupent dans l’espace du débat historiographique. L’autonomie de cet espace est limitée par une contrainte politique externe, exercée par le pouvoir politique, mais aussi par les logiques, internes à cet espace, de réponse à la contrainte externe. La thèse invite à relativiser la pertinence, en matière de production historiographique, de la césure de 1989, et souligne les formes de continuité entre la République populaire de Pologne et la situation présente.
