Industrial and service providing organizations employ a large number of graduating engineers. They can thus be viewed as important customers of engineering faculties. This paper discusses the major objectives of accreditation which should encourage the institutions to continually strive towards the attainment of excellence. The evaluation processes is designed to facilitate the identification of the strengths and weaknesses of the programs under accreditation. This will help the institutions in improving the quality and effectiveness of their programs. Finally, the accreditation of engineering programs in Lebanon is treated.

Education represents the one human activity that influences life most. Conventional wisdom had it that investment in education leads to economic growth, poverty alleviation, reduced mortality rate, better health, community consciousness citizenry, and overall improvement of the quality of life. Embracing an authentic paradigm is a necessary condition for the educational experience and processes to be effective: it must be planned in accordance with the context, designed to address societal concerns, support future aspirations and needs, and develop necessary talent to transform surely occurring challenges to possibilities. Higher education is central to economic and political development, and vital to competitiveness in an increasingly globalizing knowledge society. In the case of Lebanon, higher education institutions are challenged to adjust their program structures, curricula, teaching and learning modes & methods to preserve their leading role in the Arab region. In recognition of this challenge, greater attention is being focused on quality assurance as a critical factor to ensuring higher education relevance . This paper outlines and describes the current situation, the Tempus project " Quality Assurance for Higher Education in Lebanon (QAHEL"), and the future plans for quality assurance in Lebanon.

The development of passive components in the microwave range for telecommunication applications is a major focus for the next years. Some microwave passive components (such as circulators, isolators, etc.) still use magnetic materials. It is then necessary to characterize the electromagnetic properties of such materials, their scattering behaviours and to eventually highlight a non-reciprocal propagation. A method for the dielectric and magnetic characterization of multilayer materials in the X-band (8.2-12.4 GHz) is presented as well as its reliability and its domain of validity.
