The goal of this text is to offer a systematic analysis of political activism in the Czech Republic. The article fi rst differentiates between and theoretically defi nes three types of political activism. These are old, new, and radical types of activism. The fi rst is primarily represented by trade unions, the second by organisations with a post-materialistic orientation, and the third by political groups positioned on the far right and left. To analyse them, the text utilises selected tools of social movement theory. Drawing on this theory, the article shows the differences between the three activist types in the following dimensions: action repertoire, political opportunity structure (context), organisational resources, and so-called transactional capacity, which captures the ability of activist organisations to cooperate among themselves. The text analyses data from both protest event analysis (PEA Czech Republic) and a survey of Czech activist groups (SMO Czech Republic).

Nechuť občanů podílet se aktivně na politické situaci může mít i jiné vysvětlení než pohodlnost a skepsi načerpanou v dobách komunismu. Skutečnou příčinou se zdá být to, že českým politikům chybí politická odpovědnost vůči požadavkům občanů. Je obecně známo, že v Česku a ostatních postkomunistických zemích politický aktivismus a občanská angažovanost celkově nijak zvlášť nevzkvétají. A to nemusíme naši situaci poměřovat zrovna soudobým Řeckem nebo Španělskem. Výzkumy ukazují, že například i ve srovnání s Německem, Nizozemskem, Švédskem či Spojenými státy u nás podepisuje petice nebo se účastní demonstrací minimálně dvakrát menší podíl občanů. Podobně jsme na tom ve společensko-kulturních aktivitách, jako je dobrovolnictví či práce v komunitě. České aktivistické organizace, tvořící nedílnou součást relativně mladé občanské společnosti, se tak jeví jako slabé a neschopné mobilizovat řadové občany. Nechuť k jakékoli angažovanosti je patrná i u české kulturní elity, která se, až na výjimky, snad ničeho nebojí více než toho být politická. Proč je společnost tak občansky pasivní? Nabízí se hned několik vysvětlení. Byl jednou jeden komunismus Zdá se, že samozřejmou příčinou, kterou se v mediálním diskursu vysvětluje neangažovanost české společnosti v politice a občanském životě, je zkušenost s komunismem. Toto na první pohled vcelku logické a přímočaré -především ale pohodlné -vysvětlení přežívá i v řadě akademických publikací, například v knize Marka Morjé Howarda The Weakness of Civil Society in Post-Communist Europe (Slabá občanská společnost v postkomunistické Evropě , 2003). Na jeho základě se dají formulovat snadná řešení problému, mezi nimi pak i takové, že musíme prostě počkat, než to samo odezní. Vymlouvání se na dědictví komunismu je stále populární, byť žádné hlubší analýzy ani přesvědčivé důkazy o tom, že by podoba společensko-politického uspořádání před rokem 1989 měla dlouhotrvající vliv na českou občanskou angažovanost, neexistují. Naopak, objevuje se řada prací, které tuto interpretaci a ostré černobílé dělení na předlistopadovou a polistopadovou dobu výrazně zpochybňují.

Abstract: The article focuses on the differences in political participation among post-communist countries. First, it explores the variation in the level of political participation among post-communist states. Second, it deals with the differences in the determinants that account for political participation in individual countries. The second objective is met by introducing a three-dimensional explanatory model of political participation: individual resources, motivations, and social networks.

Despite a widespread argument about the expansion and diversification of contemporary political repertoires, which suggests that citizens nowadays combine various types of activities, there is still a group of protest specialists who abstain from voting. This group of citizens, although interested and affecting politics through protest, bypasses the core channel of democratic politics, i.e. voting, which provides legitimacy to representative democracy. What drives electoral abstention of protestors? The paper develops three explanations: socio-economic grievances, political radicalism and alienation from partisan electoral politics and tests them on unique data set of targeted survey of protestors at 83 demonstrations in nine countries. The results show that all of the three explanations account for protestors´ abstention from electoral politics.
