Sandra Fernandes is a professor and researcher at the University of Minho (Braga, Portugal), with a PhD in Political Science with specialization in International Relations from Sciences Po Paris. Her research interests include the external action of the European Union and its relations with Russia, the post-Soviet space, geopolitics, multilateralism, foreign policy analysis and international security. Her contributions to the field have received recognition, including the Jacques Delors Prize in 2005, the election to the governing bodies of the Portuguese Association of Political Science (APCP), the nomination to represent the Ministry of Science, Technology and Higher Education (MCTES) for higher education of the armed forces, and invitations to a wide range of universities, namely in Belgium, Slovenia, Estonia, Finland, Poland, Türkiye, and Russia.
Her expert knowledge is available in more than 100 publications within different outlets, such as scientific journals, books and working papers. Her research has been published in international journals, such as the Journal of Common Market Studies, Cambridge Review of International Affairs, Journal of Contemporary European Studies, among others. Media appearances and opinion articles are further outreach of her expertise to a wider audience.

This article proposes a framework that captures the logic of status seeking and reassesses the in... more This article proposes a framework that captures the logic of status seeking and reassesses the influence of one of its key drivers: nationalism. Inspired by Bourdieu’s logic of distinction, the article conceptualises status as a form of social distinction and argues that nationalism influences status seeking based on variations in its external dimension. By examining the case of German nationalism, we illustrate how status-seeking practices such as overseas expansion, involvement with the League of Nations, and participation in European integration were determined by the interplay between a state’s position, national habitus and rules of status politics.

The aim of this special issue is to look at challenges to the EU and NATO and their relations and... more The aim of this special issue is to look at challenges to the EU and NATO and their relations and policies with both member states and neighboring countries, in particular, how recent developments contribute to the new dynamics of center–periphery relations in a wider Europe and the space of Euro-Atlantic institutions. We stem from a need to understand in what sense weaker countries today might be central to European governance, security and identity. What is a matter of utmost interest for the contributors to this special issue is the question of how countries that are (perceived as) non-central and thus weaker try to present and position themselves as belonging to Europe’s core, especially in security domains. Inspired by the concept of marginality developed by Noel Parker and a group of his colleagues – as part of post-modernist/post-structuralist scholarship in the sociology of international relations – we move the concept further on by expanding the empirical base for the scholarly expertise on centrality and marginality. In the context of the illiberal turn, we test two main hypotheses. First, we claim that the core/margins relationship is not unidirectional, and margins are increasingly capable of reshaping Europe in one way or another. Secondly, we argue that the phenomena of centrality and marginality can be conceptualized as both normative and spatial concepts.

Após um enquadramento sobre a evolução da ação diplomática, o estudo de caso constante deste artigo debruça-se sobre aspetos essenciais da diplomacia portuguesa no respeitante à Rússia nos últimos trinta anos na base de entrevistas a três Embaixadores portugueses em Moscovo, explorando quer a vertente bilateral, quer a vertente multilateral cada vez mais determinante para Portugal. O artigo, que evidencia os atributos e as competências necessárias a uma diplomacia atuante e produtiva, contempla em especial o exercício diplomático perante a grande potência russa, identificando as suas especificidades, dimensões relevantes e principais dinâmicas.

The chapter examines the intertwining of Estonia's foreign and security policy, on the one hand, ... more The chapter examines the intertwining of Estonia's foreign and security policy, on the one hand, and integration/membership in international organisations, on the other hand. It examines both the adaptations generated by EU and NATO membership and Estonia's attempts to influence the policies of international organisations. In doing so, the chapter focuses on the relationship with Russia and other contiguous areas of the post-Soviet space. This relationship has continuously been defined as Estonia's core national interest and has triggered limited domestic contestation (if any). The chapter uncovers two interwoven dynamics reflecting the dilution of Estonia's international commitments: first, selective change in response to international organisations, despite rhetorical endorsement; and second, the implementation of stand-alone policies to pursue national interests.

Em função dos interesses "em jogo", Moscovo atribui diferentes prioridades consoante os espaços geográficos, através da aplicação, distintiva, de instrumentos políticos, económicos e militares. O artigo explora o posicionamento russo na conflitualidade mundial e a forma como é tributário da triangulação entre geografia, instrumentos usados e interesses envolvidos. Argumentamos que o posicionamento e a projeção do Kremlin podem ser elucidados tendo em consideração uma matriz geográfica que se divide em três zonas. Para além do (1) "near abroad", a análise tipifica e analisa o (2) "mid abroad" e o (3) "far abroad". O país empenha-se política e militarmente de forma distintiva, sendo que a margem de negociação em relação aos diferentes espaços geográficos é proporcional à distância geográfica. Numa altura em que Washington está profundamente empenhado em conter a China na região do Indo-Pacífico, a Rússia procura explorar não só as oportunidades criadas pelo vazio de poder deixado em algumas regiões tradicionalmente mais influenciadas pelas potências ocidentais, mas sobretudo a sua importância estratégica para esta disputa, explorando vantagens de ambos os lados e trazendo para o tabuleiro geopolítico as questões consideradas vitais do "estrangeiro próximo".

The paper analyses the evolving role of Kaliningrad in shaping Lithua-nia"s security perceptions ... more The paper analyses the evolving role of Kaliningrad in shaping Lithua-nia"s security perceptions vis-à-vis Russia. Applying the framework of the "geopo-litical code" designed by Flint, the authors question whether the exclave-enclave nexus in the Kaliningrad region-after the European Union (EU) and the Atlantic Alliance (NATO) enlargements-has been a relevant change in context that has affected Vilnius" security perception of Moscow in its "geopolitical code". The cooperative posture of Vilnius initialled in 1991-and later reinforced through the EU programmes-tended to be based on achieving the country and EU"s own stability and development, in a regional perspective, with no strategy to spill over on global relations with Moscow. Vilnius" understanding of Russian policies in Georgia and, mainly Ukraine, represented a change in context from 2008 onwards that brought a focus on military dimensions concerning the Oblast. This change was convergent with the same tendency in NATO. Membership in the EU and NATO has reinforced Lithuanian perceptions of Kaliningrad as a potential ally or enemy. At the bottom line, Vilnius" key decisions towards militarization in detriment of cooperation result from a continued negative security perception of Russia. Although cooperative engagement exists, it has not been able to become a feature of the relation due to the rationale of this cooperation. Kaliningrad influenced the "geopolitical code" of Lithuania concerning Russia but it did not play a decisive role in changing Vilnius" calculations on how to engage with Moscow.

The article analyses the new Russian Security Strategy as a formulation of Russia's “security dil... more The article analyses the new Russian Security Strategy as a formulation of Russia's “security dilemma”, both in terms of interpretation and response (Booth and Wheeler 2007). Very focused on the transformation of the world order, resulting from changes in the International System, within which the powers seek to strengthen their positions in the global structure, the strategy increasingly foresees the use of the military instrument as a way of guaranteeing and imposing national interests, which are reflected in different domains and regional areas. Exploring the strategic relations with China, in economic and political terms, Russia also seeks to strengthen its status as a global power, through the expansion of geographic space and areas of intervention. In its interpretation of the so-called “modern world”, very marked by the rivalry between the US and China, it seeks to assume itself as the geographical pivot of that same relationship. The National Security Strategy therefore is a roadmap for Russia's ambitions, assessing the motives, intentions and capabilities of the "others" and identifying the "rational" and "legitimate" ways of responding to its "security dilemma". Whereas it is possible to confirm that the invasion of Ukraine on 24 February 2022 materialized the elements present in the strategy, the effects do not seem to coincide with the objectives sought by Moscow.

When the topic is international security, media coverage usually provides the reader with tension... more When the topic is international security, media coverage usually provides the reader with tensions in the Middle East, South China Sea or, since February 2022, on the Russia-Ukraine war. Although these are hotspots of instability, one should not neglect , however, the (apparently) more remote Arctic where ice and geopolitics melt faster than before. In this article we thus claim that the Arctic is a new frontier open to overt competition. The case of the North Pole region seems to point to a Sino-Russian revisionism which sees borders as flexible instead of fixed to accommodate the interests of states dissatisfied with the status quo.

At the end of the last century and with a much greater impact on the beginning of this Millenium,... more At the end of the last century and with a much greater impact on the beginning of this Millenium, new theoretical approaches to war and conflicts began to become increasingly frequent, calling into question a consolidated and accepted paradigm since the 18th century, starting with the works of the Count Karl Von Clausewitz. However, this "novelt" in a new way of exercising organized violence can - and should - be the subject of a careful analysis. This is what this chapter proposes, clarifying whether we are facing an innovation or not. It is argued that in fact there is a set of new characteristics, within the scope of the Polemology, which may be due to recent globalization dynamics. In other words, the way of waging war has changed, indeed. But are these changes enough to be claimed that the paradigm of organized violence has changed, and that we are now witnessing a deep change into "New Wars"?

Introduz uma leitura dialógica do multilateralismo assente no nexo reflexão-ação e apresenta um conjunto de contribuições ilustrativas dos principais atores e temáticas das práticas multilaterais. Partindo do sistema onusiano e da promoção da paz e da segurança internacionais, outros temas são também trabalhados, incluindo as relações da União Europeia com a Rússia e o continente africano, a política externa norte-americana, do Brasil, de Portugal e a nova ordem económica asiática, liderada pela China. Este capítulo tem por objetivo analisar a ação externa da União Europeia (UE) e a sua produção de... more Este capítulo tem por objetivo analisar a ação externa da União Europeia (UE) e a sua produção de formas multilaterais de interação, em particular nas relações com a Rússia. Bruxelas almeja, desde 2003, a um “multilateralismo efetivo”, como forma de interação com terceiros, de modo a promover a governação global, os seus valores e das Nações Unidas. Argumenta-se que coexistem três níveis distintos de multilateralismo onde ocorrem tensões explicativas do modelo de relacionamento UE-Rússia que se apresenta como multilateral. (1) O quadro de cooperação institucional existente entre a UE e a Rússia é único, incluindo nas suas dimensões intergovernamentais, e produz resultados próprios não alcançados noutros formatos. (2) O nível nacional interfere com o anterior na medida em que os Estados membros pesam, formal e informalmente, nas dinâmicas internas da UE e porque o nível multilateral pode estar indisponível para certas agendas. (3) Os dois atores atuam num quadro mais global, pertencendo a organizações internacionais (ONU, OSCE, Conselho da Europa, OMC) que prescrevem comportamentos e fornecem regimes enquadradores da própria relação UE-Rússia.

Em contraste com a década de 90 do século anterior sob a liderança de Boris Yeltsin, o Kremlin não só rompeu com um sentimento de humilhação suscitado pelas reformas de matriz ocidental como orquestrou uma nova assertividade no palco externo. Principal herdeira da política externa de grande potência da União Soviética, a Rússia é o maior país do mundo, com características euroasiáticas. Se, na formulação da estratégia de segurança de 2000, o Kremlin já identificava a Organização do Tratado do Atlântico Norte (NATO) e as ameaças a Sul como fontes principais de insegurança (President of the Russian Federation, 2000), passadas duas décadas, já não restam dúvidas sobre a vontade russa de afirmar a sua autonomia estratégica.
