While literature on PPPs globally can be found in abundance, in Africa, there is still limited li... more While literature on PPPs globally can be found in abundance, in Africa, there is still limited literature on the contextualization, application, trends, inventory and account of existing and upcoming PPPs in Uganda. Based on a review of literature, this study reveals that there is heightened momentum for the adoption of PPPs compared to a decade ago. Notwithstanding, a deficiency exists in studies providing a countrywide review of PPP adoption over the last several decades in Uganda. To this end, this article investigates the origins of PPPs in Uganda, its legal and regulatory framework, and surveys existing and upcoming PPPs in the country. The study also provides a synthesis of how PPPs have performed so far-including their benefits and challenges. Finally, this study discusses the implications for practice and policy and outlines a research agenda for PPPs in Uganda.

Vaccination is one of the most powerful weapons to prevent and control the outbreak of pandemics.... more Vaccination is one of the most powerful weapons to prevent and control the outbreak of pandemics. The adoption of a supply chain, anchored on the proponents of the network theory and practice posits with a potential to deliver scale and speed in vaccination effort during pandemics but it's not holistically explored. Based on a literature review, this study proposes the adoption of a holistic approach that involves private actor partnerships and involvement to improve scale and speed of vaccination during pandemic times. The study has also revealed that social actors like religious and community leaders need to be involved in order to support communication that is necessary for reducing misinformation and development of trust for citizens to go ahead and vaccinate. The outcome of the study is important since it provides for an extended framework for vaccine supply chains while providing ways to manage misinformation that tends to fail immunization effort during pandemics.

As cities emerge, they fascinate and inspire generations. Existing literature reveals that the term “cities” resonates with opportunities that are increasing difficult to meet with reducing central transfers. Based on a review of literature, this study reveals while central transfers have caused administrative financial distress and messy cities. Existing literature reveals that while PPPs have been adopted among cities in the developed world, adoption in Sub Saharan Africa (SSA) has been slim despite dire need for escalating service alongside the passing of PPP Policy, legal and regulatory framework with immense literature pointing to capacity gaps. Based on a systematic review of literature this study provides lessons that can guide the applicability of PPPs in cities in SSA. The outcome of this paper is relevant because it adds to knowledge necessary to deliver services through PPPs in Sub-Saharan Africa (SSA), the application of PPPs can enable cities in remaining relevant to their dwellers and visitors while resolving to some extent administrative financial stress that characterises cities in the developing world.

The trust generated at local level is further essential in enabling intraand inter-organisational relationships, rational decision-making processes and co-creation. Understanding of centre-local relations within a local government system reveals ways in which the autonomy that resides with local government administrative units may be compromised if attention is restrained from institutional-based trust, a vital ingredient for effective administration. The study interrogates specific questions on how a regulated 1) political autonomy, 2) financial autonomy and 3) administrative autonomy in the local governments affects building institutional based trust and undermines good governance. Based on Uganda's case, the study suggests a key remedy of increasing central government institutions trust through, the formalisation of administrative structures and systems, duty-load and local revenue orchestration, and local capacity building. These are tenable through effective trust assurances and situational normality in a regulated local government system environment.

Methods and Methodology– The research adopts a comprehensive consultation of literature review published sources and listening to voices of purposively selected participants. Findings –Clustered procurement is capable of contributing outwards evolution of municipalities into cities if policy makers integrate the concept in the national legal and regulatory framework for public procurement. To achieve this, it is essential that a guideline for implementing clustered procurement is developed and training on how to implement this concept before it can be rolled out for implementation across Ministries, Departments, Agencies (MDAs) and Local Government Administrations. The aim of present study is to review the rationale and types of public private partnerships in improving capacity of healthcare systems. The study adopted a systematic literature review. Based on existing data, this study provides important information on structuring roles and responsibilities of the private and public sector players in PPP arrangements. Well-designed PPPs in healthcare have been associated with financial benefits, quality improvement and access to health services. The findings of this study can be adopted by PPP experts, health policy designers and implementers when making choices to engage PPPs especially at a time when health systems are under stress due to COVID-19 outbreak.
