Este texto apresenta resultados de pesquisa sobre a implementação do Plano de Ações Articuladas (... more Este texto apresenta resultados de pesquisa sobre a implementação do Plano de Ações Articuladas (PAR), integrante do Plano de Desenvolvimento da Educação (PDE), em municípios do Estado de Mato Grosso do Sul (MS), no período concernente ao segundo mandato do governo de Luiz Inácio Lula da Silva (2007)(2008)(2009)(2010). A investigação baseia-se em fontes documentais constituídas pelos Planos Plurianuais do governo, PDE e pelo PAR de quatro municípios selecionados para estudo, além de entrevistas semi-estruturadas com o Secretário de Educação e o(s) responsável(eis) pelo PAR de cada município. Os resultados mostram que o planejamento estratégico e o envolvimento da comunidade escolar apresentamse como condição para enfrentar em âmbito local as questões internas de desenvolvimento econômico e social.

This paper analyzes the connections between public and private organizations,
particularly in th... more This paper analyzes the connections between public and private organizations,
particularly in the context of the redefinition of the role of the state in capitalism, emphasizing
the relationship between the neoliberal diagnosis adopted by the Third Way, according to which
the state is responsible for the crisis. It also considers the strategies of transference of
responsibility of social policies from the state to civil society. It focuses on the Brazilian state
reform project, which includes the replacement of a bureaucratic public management by a new
public management and transfers to civil society, mainly to the third sector, the responsibility for
social and scientific services. Thus, the paper discusses the change of focus from society´s
participation and social control to the application of these policies, as well as the consequences
of such changes for basic education management policies, especially regarding the construction
of a democratic management.
