Number of themes and range of themes is pretty open-ended. Themes must be decided by cabal/consensus and added to the JS (severe limitation).

Any base image can be used, but it should match the proportions of the thematic applicable images.

Limited to User/User_talk namespaces, limited to 10 per page (currently). Any user can be named, for fun stalking.
