Weapon Proficiency: Blaster Pistol is required to use one or two blaster pistols, a feat which is granted to all classes. All are balanced: +2/+0 vs. two-weapon penalty if used in the off hand.
When equipping two blasters, the off hand To Hit value displayed on the Equip screen ignores any bonus on the off hand blaster, and adds any bonus on the main hand blaster instead. However, according to Feedback, bonuses on both blasters are actually added correctly while engaged in combat.
