"Voice from on High"
From Inkipedia, the Splatoon wiki
The "Voice from on High" is a fax machine that receives the themes for Splatfests in the world of the Splatoon series.
Description
The "Voice from on High" receives messages from a transmitter on a Voyager-like spacecraft located around 6000 light years away from Earth, which are signals from the current world that are bounced back in the form of questions, and prints them out on paper.[1] These messages are misinterpreted as divine messages and are honored through Splatfests.[2]

Trivia
- When first booting up, O.R.C.A. makes a sound similar to the Wii U's power-on jingle, but in a different key. This is followed by the sound effect heard just before the reveal of a Splatfest theme by the "Voice from on High".
