To date, there is no Federal legislation requiring the certification of WWTP operators; therefore... more To date, there is no Federal legislation requiring the certification of WWTP operators; therefore, the need and requirements of WWTP operator certification is left solely to the discretion of the States. An extensive literature review was conducted aimed at uncovering how Federal policy, national trends, and Illinois policy have evolved regarding the development of WWTP operator training and certification programs. An overview of historical and current policies and legislation regarding WWTP operators in Illinois and at a national level is presented. The following is a list of challenges and issues currently facing operators and the wastewater industry: certification program sustainability and funding, reciprocity, access to training, recertification, and developing a pipeline for the next generation of operators. This report concludes with a discussion of Illinois's certification process with respect to some of the aforementioned challenges and offers recommendations. Further research possibilities are introduced.
