Pick up a face painting sponge and load it with a rainbow cake. Stamp your sponge under the eye at a 45 degree angle making sure you don't go beyond the cheekbone. You won't be able to press the entire sponge so pick one end of the sponge with your fingers and press the rest.  Now stamp your sponge above the eye also at a 45 degree angle. On the outer edges stamp a shorter print and on the inside stamp a longer print to create that staggered effect.
