You can’t maximize your hip/shoulder separation on your attack if you lack the necessary mobility.   You can perform exercises like Side-lying Windmills or Banded Thoracic Rotations to help with this.  BUT…   Many volleyball players have sufficient mobility. For these athletes you want to focus on strengthening these positions and also learning how to maximize your technique to produce more power.   Not only do my Vert & Strength Athletes jump higher but we also hit a lot harder.
