From a security risk, I would be more worried about Timeless than CologneBlue or Modern given the amount of lines of code it has.
I agree that skins that are not Monobook, Minerva, Vector and Vector 2022 have very small audiences and we shouldn't be spending development time on them.

When reviewing the Codex release I was suddenly reminded of issues with CSS mix blend mode. I wonder if Charts is using that in any way as the behaviour seems similar (example: https://www.reddit.com/r/css/comments/1cj5qzs/css_mixblendmode_is_causing_random_white_strips/?rdt=35670 )
