The Special:GlobalBlock page needs to be updated to allow the blocking user to set whether they want the block to allow or disallow account creation. It should be set, by default, to disallow account creation to be consistent with the equivalent checkbox on Special:Block and to also ensure that the blocking user is aware this is what they are doing (as previously all global blocks disabled account creation).
