This seems to be the expected behaviour. The wikis around the circle are chosen by views per day, e.g. the most recent portal auto-build (not merged yet): the last one (10th) is it.wikinews.org with 27,000 views/day.

Reevaluating how the top-ten languages are organized is beyond the scope of this task, but @Kitabc12345 I've looked at the wikinews.org portal and I think you've discovered a different bug.
The portals try to make it easier to access your preferred language by adding it to the top-ten, regardless of what it is (in so far as the page is capable of detecting that).

For example, if you're browser or OS is set to Chinese, then Chinese should appear as the first language in the top-ten list.
This is what the top-ten list looks like if I set my browser's preferred languages to Chinese and Afrikaans:

It looks like this feature is broken on www.wikinews.org:

I'll try to investigate this further.

The wikis around the circle are chosen by views per day, but zhwikinews until on top by that. No matter how it is ranked, it should be among the top ten. We are top then of itwikimews on views per day. But we can't show on wikinews.org, is it's having some bug?

I thinking about that is BUG REPORT, can someone change this task? See my comments of lasted.

Similar to T350670, the Chinese Wikinews didn't show up around the circle maybe because the Wikinews slogan is missing in the translation - the translatewiki page for it was deleted.

cc @jhsoby: Currently the portals rely on the /zh subpages to work, could you please restore them?

Patches for T171647 (older, removed some zh.json entries and claim to use the fallback table to build slogan in the "simp / trad" format) and T308009 (newer, adding back translated slogans separated with /) are doing the opposite things, so I guess unfortunately:

According to the ranking method on qualified to be displayed around the central circle on the Wikinews.org portal, zhwikinews is the second largest language in Wikinews.org, Compared with ruwikinews and enwikinews views. this problem should not occur. Please fix it as soon as possible. Thank you.

I didn't read through the Wikimedia Portals code, but my theory is:
Without the json array entry below, it failed to merge zh-hans or zh-hant translations into the i18n array for zh subdomain and thought there was no such site.
