Description

The proposal for using the language selector on translatable pages (T353231) redefines how languages are listed on a translatable page. The proposal is focused on a scenario where the page is already available in several languages. This ticket focuses on defining how actions and empty states will work for other cases where users may need to perform different translation-related actions.

In particular, we'll explore how to support the following scenarios:

Page not marked yet as multilingual.
Multilingual page with no translations yet.
Multilingual page with updated contents that have not been marked for translation yet.
