The data model only applies to the link text itself so clicking on the robot icon or the space between the robot icon and the text doesn't bring up the inspector.
Clicking in the highlighted area should also open the inspector for that suggestion.

@MMiller_WMF @RHo @kostajh — do you think this is needed in the initial scope? This would be an issue for users who are navigating through the links in a non-linear manner (scanning though the annotations in the article rather than using < and "Next >" buttons in the link inspector.
Moving to QA column. This was inadvertently addressed via T267706: Add a link in VE: Use a permanent context instead of VE's built-in context. Clicking on the icon or on the space between the text and the icon in the annotation should now show the link inspector for the suggestion.
