Description

The number package has been maintained in the wmde organization on github for some time now.
This has lead to its releasing falling out of sync with the other packages.
Repo: https://github.com/wmde/number

New releases of data-values libraries that number uses have been made, and number needs to be altered to use them.
For example, interfaces now have PHP7 types and returns etc.

Acceptance criteria ⛺✨ :

wmde/number is compatible with the latest over versions of data-values libraries
A new wmde/number release has been made
The new wmde/number is used in Wikibase.git
The new wmde/number is used in mediawiki-vendor (see also T274821: Update data-values/* in mediawiki-vendor)
