Learning, particularly transformative learning, is an established feature of environmental planni... more Learning, particularly transformative learning, is an established feature of environmental planning, management and assessment. Nevertheless, very often it loses its prominence both as a process and as a goal. This paper explores the extent to which strategic environmental assessment (SEA) can facilitate learning at an organisational and individual level, and ultimately, achieve effectiveness. It is based on the assumption that SEA effectiveness can be achieved if policy, programme and plan-making are oriented towards both the continuous improvement of decision-making and the associated implementation processes. Set within the context of the European SEA Directive, the learning dimension of SEA is explored in Germany, Italy and the UK. This is done through a framework for analysis based on a review of the organisational and individual learning literatures. The research indicates that, owing to their unique contextual and methodological influences, the three countries developed distinct approaches to SEA, with differences in the skills and knowledge needed to improve its learning outcomes. Based on the research findings, the paper identifies what further research is needed to improve SEA's learning outcomes and achieve more effective SEA practice.

In this paper we briefly review the state of academic research in the UK in the field of Environm... more In this paper we briefly review the state of academic research in the UK in the field of Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA). Through consideration of the number of articles related to EIA and SEA published in academic journals and the contribution of post-graduate students' (PhD and master level) dissertation theses we aim to understand where activity has occurred in the field over recent decades. Simple literature and database searches reveal that the UK is an active environment for researchers and students in the field with numerous universities engaged in research and teaching (although not always both activities). However, we have also collected evidence to suggest that research funding is lacking and that there is variation over time in the number and scale of research projects being funded in the UK.

Research has emphasized predominantly 'developing appropriate regulations' and 'institutional procedures necessary to implement them'. As follow-up is usually associated with post-decision stages in EIA, a sound design stage is crucial for laying down its foundations. This paper explores follow-up considerations during the pre-decision stage of open cast coal mines in India and demonstrates the challenges posed within the Indian context. In doing so, the outcome of EIA reviews undertaken by the expert committee and the EIA reports are reviewed. It even goes a step further by relating the follow-up design stage in India to international principles of best practices of EIA follow-up.

The focus here is on the outcomes of some extensive group work with regards to three aspects; (1) accelerated EA in post disaster situations; (2) EA for pre-disaster response and recovery planning; and (3) consideration of disaster risk in EA. It is suggested that whilst EA can be beneficial in disaster management, there are a number of potential pitfalls, which need to be considered when applying the instrument.

Environmental assessment and management (EAM) is an inherently interdisciplinary subject, drawing... more Environmental assessment and management (EAM) is an inherently interdisciplinary subject, drawing on science (e.g. ecology, biology, physical geography), social science (e.g. decision making theory, political sciences, planning) and economics. Due to the absence of a clear disciplinary home, understanding of EAM related higher education degree programmes has remained poor. Furthermore, teaching of EAM is influenced by how it is practiced and therefore differs from country to country. The aim of this paper is to shed light on this still under researched area by establishing a comprehensive overview of EAM related master level degree programmes across the EU. In this context, current baseline and emerging trends as well as challenges and opportunities are presented and discussed. The paper is aimed specifically at those interested in EAM higher education, e.g. researchers, university teachers and (prospective) students.

European Union directives, along with their transposing arrangements in EU member states, can hav... more European Union directives, along with their transposing arrangements in EU member states, can have unanticipated and sometimes undesirable impacts on certain regions and places. These include impacts on the use of space (e.g. new infrastructure or sprawl), governance, and on wider social, economic or environmental dimensions. Although ex-ante assessment of the potential impacts of EU initiatives has been carried out since 2002 through the European Commission's Impact Assessment procedure and also through national equivalents in some member states, important impacts are still overlooked, frequently because of their territorially heterogeneous nature within and between EU member states. This paper presents the results of the ESPON EATIA research project, in which a new territorial impact assessment methodology was developed for national and regional administrations in EU member states in order to inform their national positions during the negotiation of European draft directives and potentially other policy proposals.

Emerging challenges include designing for climatic extremes, reducing flood risk, managing increasingly scarce water resources and improving water quality. These issues need to be balanced with a range of other spatial planning priorities and objectives, including meeting new housing needs, facilitating economic growth, and creating and maintaining quality places.
