They also consider whether and how union power to shape flexibility and security policies is affected by national institutions, the way that multinationals organize their subsidiaries, and local contextual factors. Findings support this multilevel, interdependent framework. Trade-offs are shaped by differences in workers' structural power in specific local subsidiaries. Differences in inter-subsidiary organizational configurations, markets, and technologies modify how unions can leverage collective resources to wield power in their relationship with management.

Background Many studies claim that organisational support and job dimensions are more important sources of work-to-family conflict than work-family policy use, a relation that has not been fully investigated. This study attempts to fill this gap by empirically assessing the relative impact of these sources on nurses' workto-family conflict. Methods Four hundred and fifty three Belgian nurses completed a web survey. The sources of work-to-family conflict were analysed using a hierarchical linear regression. Results Organisational support influences work-to-family conflict, above and beyond work-family policy use and job dimensions, while policy use has no influence. Physician and co-worker support have a unique decreasing effect, while work overload and overtime hours increase work-to-family conflict. Conclusions Organisational support, lack of work overload and absence of overtime hours reduce work-to-family conflict, whereas work-family policy use does not. Implications for nursing management To retain and attract nurses by reducing work-to-family conflict, hospitals should not (only) rely on work-family policies but should also invest in organisational support and adapted job dimensions.

Heterogeneous plantlevel use of temporary work is explained by differences in collective bargaining, together with representation structures and rights for agency workers. Specifically, within a context providing effective rights for representation, the Belgian unions responded to firms' economic difficulties by improving the working conditions of agency workers through negotiating plant-level agreements that contributed to fostering equality between agency workers and regular workers. In contrast, agency work became instrumental in safeguarding the core workforce's employment in the German workplaces, where the representation rights were absent. As a result, the status of agency workers remained vulnerable.

The chapter explores the factors which may contribute to promote the emergence of EWC collective identity while facilitating the connection of employee representatives' response across-borders. It discusses how far, and how, within the context of European regional integration, European Industry Federations (EIFs) advisers' support and engagement with EWCs can influence their internal social cohesion and proactive capacity. This includes EIFs monitoring and exercising a role of expertise in the setting up of the EWCs agreements. Thus, the sector emerge as relevant, although not automatic, factor in order to explain the extent to which EWCs can be used as a potential mechanism for a trans-national trade union approach.
