I am a Reader in Social Policy and Director of Studies for the MA in International Social Policy and the BA in Social Policy & Social Change at the University of Kent’s School of Social Policy, Sociology and Social Research (Division for the Study of Law, Society & Social Justice).

My main current interests include the development of civil society and the third sector policy and practice nationally and internationally, and its relationship to other sectors and forms of socio-economic and political action (the state and the market).

Career
I worked as a researcher at the University of Kent’s Personal Social Services Research Unit and the London School of Economics, and contributed to the MSc in Voluntary Sector Organisation at the Centre for Civil Society, London School of Economics.

During the last 20 years, I’ve accumulated wide ranging inter-disciplinary research experience in relation to the third sector, and social and health care, especially care and support for older people. Much of this research has been international and/or comparative in character.

The independent sector domiciliary care market has always been an integral part of the social car... more The independent sector domiciliary care market has always been an integral part of the social care system in England, but has become especially important in recent years. Its smooth running is crucial for the delivery of an effective community care policy. This paper argues that the motivations of these providers is an important aspect of this system's functioning, and derives a typology which captures the most important ingredients which theory and practice suggest should be taken into account in this regard. Four provider types are identified; they can be labelled satisfied team players; demoralised isolates; ambivalence-experiencing go-getters; and ambivalence-experiencing quiet lifers. The categories reflect both the balance of intrinsic and extrinsic motivations, and these providers' situational contexts, including the nature of the relationships developed with local authority purchasers. The latter exert exceptional power and influence in social care markets in England.

One of the key objectives of the community care reforms of 1990 in the United Kingdom was the dev... more One of the key objectives of the community care reforms of 1990 in the United Kingdom was the development of a flourishing independent sector alongside good quality public services. The aims of the reforms were to increase the available range of options, widen consumer choice and promote independence. The purpose of the study reported here was to examine – from the perspective of older service users, their carers and care managers – experiences at the operational level of arranging, delivering and receiving care services. The findings are based on data gathered in seven local authorities including reviews of case files, policy documents and face-to-face, in-depth interviews with 55 users, 37 carers and 28 care managers. There is evidence of a pronounced emphasis on procedure-based systems of care management. Potentially this has two significant consequences. First, the fostering of personal relationships may be subordinated to the organisation of short-term tasks and thereby may threaten patterns of trust and accountability. Second, the associated fragmentation of the assessment and care management process which in turn can lead to discontinuities of care for users and their carers. The paper concludes that there is still some way to go before care managers as micro-commissioners have sufficient and reliable information or available service capacity to match providers' capabilities with users' and carers' needs.

Third Sector organisations and the State have sought to work together in England since the incept... more Third Sector organisations and the State have sought to work together in England since the inception of the Welfare State, yet rarely has there been greater debate about this relationship than at present. Successive governments have sought to redefine the dominant pattern, with the policy focus moving from more ad hoc relationships to an (expressed) commitment to partnership and, more recently, to a push towards relatively passive delivery of state contracts. This paper maps the sector, charts this changing relationship and explores key areas of debate: the role of charitable organisations in the English policy environment, the importance of scale with regards to relations between State and sector; and the impact of commissioning in recent years. We conclude by considering the potential implication of change for the distinctiveness of the Third Sector.

The voluntary or third sector in England is now receiving more sustained attention from policy ma... more The voluntary or third sector in England is now receiving more sustained attention from policy makers than ever before. This paper claims that this situation, particularly as given tangible expression through the development of a Compact between the Government and representatives of the third sector, amounts to the mainstreaming of the third sector onto the public policy agenda. It seeks to explain why this has happened in the late 1990s, framed by the "multiple streams" approach of US political scientist John W. Kingdon. The paper draws upon a review of relevant policy and political literature, and interviews with stakeholders in the Government and the third sector, to examine the respective contributions of individual and collective actors in the policy, problem and politics streams.

The value of volunteering is widely discussed on the national policy stage, and this debate is in... more The value of volunteering is widely discussed on the national policy stage, and this debate is increasingly conscious of the European context. Jeremy Kendall speculates what William Beveridge would have made of this, and suggests that a small number of core concerns might have preoccupied the original architect of Britain’s welfare system. Beveridge would have welcomed the greater policy recognition that volunteerism has had, both nationally and internationally. However, he may have been worried about the limited extent to which those at risk social exclusion have embraced volunteering. Through an imagined neo-Beveridgean agenda, this paper discusses implications for volunteering policy in Europe.

In the article, we analyse the impact of changing policy environments on the development of the t... more In the article, we analyse the impact of changing policy environments on the development of the third sector in Europe. Based on the results of systematic comparative research in eight European countries and the UK), we identify commonalities and differences. In a three-step analysis, we examine policy changes, effects on the third sector and responses by third sector organizations (TSOs) in the social domain. Overall, the third sector in Europe has proven resilient. However, not only have public and private funding decreased, the process for acquiring such funding has become more demanding for TSOs, as have requirements to be accountable. There are signs of a proliferation of more market-based, hybrid organizations. Despite this general trend towards marketization, the impact of policy changes varies across Europe with TSOs being better equipped to adapt and survive in countries where collaborative ties between the state and the third sector have traditionally been strong.
